University governance has long been the heated discussion topic, and there are many drawbacks in governance of our vocational colleges, such as excessive government intervention, serious problems existing in college internal "executive", the lack of the "academic freedom, university autonomy, professor of scholarship," spirit, etc., which are contrary to the law of development of academic institutions, limiting the personnel training of higher vocational education. Community College is part of the American higher education system, and at the same level of vocational colleges here. In governance, it does not blindly copy the governance mode of ordinary four-year university in the United States, but based on the needs of American society and actual reality, and evolved the governance model that meet their unique needs during operation for development.In this study, literature research, comparative research and case study are used, st arting from the position and role of community colleges in American higher education, in order to illustrate the importance of community colleges in the US higher education; and then through the case study of governance structure of Santa Monica community college, analyzes the governance model of American Community College, as well as its scientific and efficacy characteristics; and finally discusses the shortages of the governance in our higher vocational colleges, hoping to learn from the governance structure of American community college, enrich ways of de veloping higher vocational colleges to enhance the core competitiveness of higher vocational colleges.Through the case analysis and rese arch of the governance structures of Santa Monica community college in California, characteristics of American Community College Governance has been drew: the governance of American Community College can be divided into external governance and internal control. There is no obvious difference between external governance of American Community Colleges and general American four-year university. Its governance body m ainly includes the US fe deral government, state government and academic area, in the specific function assignment of governance: US Federal Government has no direct jurisdiction over t he Community College, but community colleges are direc tly under the jurisdiction of the state government, and the communities where community college in have full autonomy. The best part of the gove rnance of A merican community college is m ainly reflected in its internal governance structure, which also can be summarized into three main governance body: Board of Directors, principals and academic Senate. Community College Board is the policy-makers and decision-makers, to fully guarantee the autonomy right and initiative of Community College, and to macro-control the development and operation of C ommunity College, responsible for the entire community colleges; president is t he executive head of community colleges, having the leading power of go vernance of community college, while playing an "entrepreneurial" and " statesman" role of the c ommunity college system, playing the role of the various management leadership and guidance in policy formulation and strategic planning; academic Senate is responsible for the whole academic affairs, such as the development of student policies, assess and address of academic issues, enrollment and academic standards of the regulatory issues and other degree-granting. US community colleges, no matter in external governance, or in its internal governance, embody the America’s features of "separation of powers", "separation of powers and checks and balances".
