To carry out national vocational skills identification is the demand of the socialist market economy development, but also the inevitable trend of the development of mechanic education. In technical education in the development of professional skills identification, technical school students to develop and improve self need, is the need of technical school students employment and entrepreneurship.This paper first defines the concept of vocational skills identification, technical education, and expounds the development of the status quo of the domestic and foreign vocational education and vocational skills identification. Then the development situation of Yantai technical education is briefly analyzed, and then to the Yantai Y school cooking technology as an example, through the investigatio n of teachers and students, and further analysis of the status of vocational skills identification and technical education. In this process, it was found that the standard of teaching plan and the identification of vocational skills, the requirements of the organization of teaching activities and the identification of professional skills are different.On the basis of analyzing the causes of the problems, the paper puts forward the reform and perfection of the three mechanisms: the talent training mechanism of moral education, the quality of personnel training, and the training of the full range of protection mechanisms. According to the requirements of the double card cultivation of professional quality and professional skills, some countermeasures are summarized:This paper puts forward to further improve the training mechanism of German and technical talents by paying attention to and strengthening the students’ professional quality, according to the standard of professional skills identification, and to adjust the professional teaching plan.The paper puts forward to take a variety of ways, improve the assessment mechanism. Referring to the reform of the new curriculum reform, the introduction of internal assessment, parent evaluation, enterprise(employer) evaluation and social external testing(Yantai C ity vocational skills appraisal center), and highlight the ability and comprehensive quality as the core of the multi evaluation method. Oral examination, simulation work, comprehensive skills assessment, t he completion of the home cooking practice(work), the evaluation of professional skills identification of institutions and professional skills assessment methods, and can effectively describe the comprehensive situation of student development.This paper puts forward to strengthen the construction of teachers’ team and the construction of hardware facilities, and improve the full range of protection mechanism in the technical education to better integrate the professional skills identification. To strengthen the construction of teachers’ team is to run the technical education, and to ensure that the professional characteristics of the technicians. Encourage teachers to actively participate in the production line to exercise, to guide students’ practical skills. According to the needs of the professional setting and curriculum structure, the industry experts and engineers should have rich experience in practice as a part time teacher. After the update of the training room and the training equipment, it has greatly improved the running condition of the Y school, and enhanced the development of the Y school’s culinary profession. It helps to cultivate the students with good quality and professional skills, and laid a solid foundation for the development of the health and health of our school.For the next research direction, the article thinks that the comprehensive evaluation system of talents training should be based on the comprehensive quality management concept, and strengthen the quality control of the whole process, improve the quality evaluation, feedback and improvement mechanism, and ensure the quality of personnel training.
