In the 21st century, pre-school education faces more serious test because of young children’s special social status and the increasing accidents. In these problems, security problem of physical exercise is particularly prominent and worries the kindergarten and family deeply. To solve it, the kindergartens and parents take some measures which violate children’s healthy growth and development principle and the principle of people-oriented education, which have a negative impact on children’s healthy development and overall education. Using the information of literature material, expert interview, questionnaire survey, mathematical statistics, this paper has a research on the risks and safety characteristics of children’s participation in the physical exercise in Lin fen’s 15 urban kindergarten and puts forward some methods to prevent the risks. What’s more, this paper tries to assess the potential risks when children participate the physical exercise and analyses the prevention methods. After visiting the teachers and parents, this paper summarizes the reasons of risk occurrence. Based on the risk assessment and the reasons analysis, this paper puts forward some proper suggestions to avoid and reduce the risks so as to provide a good foundation for the children’s physical and mental development.The conclusions are as followings:(1) there are four main factors of risk occurrence:the teachers, the kindergarten, the children and the activity environment. Risk factors from teachers include: lesson-preparation effect, the teachers’ theoretical level, the teachers’ psychological quality and the teachers’ understanding of safety. Risk factors from kindergarten include:management of teachers, children and the equipment and the guidance of teachers and children’s. Risk factors from children include:children’s physical development, physiological development, the ability of adapting to the society and self management ability. Environment risks include:equipment factors and natural environment.(2) The four factors (teachers, kindergarten, children and the environment) are interrelated, which deeply affects the fulfillment degree and quality of children’s physical exercise. For example:the kindergarten’s improper management on teachers and equipment will increase the risk possibilities, has a bad effect on the teacher’s and children’s judgment on safety hazard and result in the instability of activity environment. Safety hazards from teachers and children and activity environment are reciprocal causality. For example, unsafe environment (rainy days) may lead to falls, and so on.(3) Risk transfer and risk prevention are two ways to deal with the risks. For risk prevention, the kindergarten and parents should cooperate and learn the security defense knowledge in time. Risk transfer is to use the insurance on the premise of injured and get the compensation from the insurance company.
