The policy of the government is important for development of universities, there are some contradictions of management between government and universities, the offside and absence of management bring a lot of trouble. Therefore, government uses the government target, content, scope and method as the basic, summarizes the phenomenon of the offside and absence and promotes the healthy development of the university.Social historical development is related to the method of government’s management, we discover that the offside and absence of government exist in every stage through reviewing the history of government’s management in this treatise, summarizing the trend between government and universities. This paper analysis the higher education system of United States, Britain, France, South Korea, to sum up experience, finally puts forward how to control the offside and the absence to manage universities.This paper suggests that the basic method of government’s management should adapt to macroeconomic regulation to encourage and control universities, it includes law, information, administration and supervision and other ways, these methods can avoid the offside and absence of management pattern. At the same time, in the framework of laws and regulation, we should play initiative of universities, realize academic freedom and universities autonomy maximum, realize mutually-beneficial, clear-duty, unity and harmony between universities and the government.
