With the continuous development of China’s economic society and the deepening of population planning policy, China’s population situation, population problems have been major changes. The adjustment of population policy has caused the attention from all walks of life. This article begins with the introduction of the evolution of China’s population policy, while through research and analysis of domestic and foreign population policy to reveal the causes and consequences of the implementation of the“separate two children” policy. Then based on the theory of public management, it introduces the social impacts of separate two children policy on through the use of literature research, questionnaire survey, interview method and so on, which mainly analyzing the impacts of the policy on the grassroots level.For the whole country, it can greatly ease the problems of labor shortage, gender ratio imbalance, and the aging of the population after the implementation of the "separate two children". But it can not rule out the possibility of unbalanced phenomenon,while the phenomenon of "Get together" may occur in the local area. The implementation of separate two children policy, which will cause a certain pressure on public management and public services in the grass-roots level, especially in the management of family planning department, hospitals, schools, etc.. At last, it puts forward a series of measures to deal with, such as increasing the financial investment for the construction of public utilities, accelerating the establishment of sound laws and regulations, adjusting population policy gradually, promoting the healthy development of medical and education, strengthening the supervision and guidance of the social security department, and so on. We hope that through these measures, we can avoid the shortage and uneven distribution of public resources, avoid losing standards of publicservice, avoid some social injustice and unreasonable phenomenon, and can contribute a force to the public management and service in grass-roots.
