Nearly ten years, our country’s higher education has achieved rapid development, higher vocational education is the meteoric rise of shaanxi as big provinces of our country’s higher education, higher vocational education is also booming, has occupied half of higher education in shaanxi province. But now shaanxi vocational college teachers both in quantity and quality can not meet the needs of higher vocational education.Higher vocational college teachers’ salary and compensation system to attract talents in higher vocational education, cultivate and improve the quality of the teachers’ ability, the stimulating teachers’work enthusiasm, play an important role. But through the study found that the current shaanxi vocational college teachers’ pay still have low pay levels, school internal distribution is not fair, some shortages of higher vocational teachers’ intrinsic motivation, the causes of these problems, including lack of fiscal expenditure on education in higher vocational colleges in shaanxi province, tuition arrears problem is serious, lack of autonomy, school internal personnel management and compensation management in colleges and universities lag behind and so on.In this paper, the main work is:first, through literature collection and for part of the higher vocational colleges teacher questionnaire interview survey, understand the current situation of shaanxi higher vocational colleges teachers pay, to find the problems existing in the higher vocational teachers pay; Second, using the incentive theory in management and compensation management theory, from the macroscopic and microscopic aspects for higher vocational teachers’ salary and compensation management problems caused by the influence of factors; Three is given to improve the countermeasures and Suggestions of shaanxi vocational college teachers’compensation incentive, and put forward the new higher vocational teachers’class subsidies implementation plan. The contribution of this paper is mainly:first, pay attention to and understand this specific area, Shanxi Province higher vocational college teachers a specific group of compensation problems and influencing factors; 2 it is put forward to solve the problem of shaanxi higher vocational colleges teachers lack of salary incentive and the suggestion.This paper argues that to solve the problem of shortage of shaanxi vocational college teachers’salary incentive, must through the government increasing investment in higher vocational education, increase the autonomy in higher vocational colleges, improve the level of higher vocational college teachers’pay, improve the school internal management, breaking the dry much less dry, do not do the same big-pot roce phenomenon, conducive to motivation of shaanxi higher vocational college teachers pay system, to attract and motivate talented people engaged in shaanxi higher vocational education, for shaanxi higher vocational education development to build a good environment for development.
