The development of social,economic and cultural of developed countries and areas proved that education is the impetus of the sustainable development and the motive power of regenerate resources.Konosuke Matsushita said that 'People are the best asset of corporation'.How to make the best use of people and fully exert the potential of teachers is always an important research aspect of school human resources management. Education is the fundamentality of national rejuvenation and teacher is the fundamentality of education development.With the deepen reform of vocational management system,how to design a set of scientific,fair and reasonable incentive mechanism in order to fully exert the potential,enthusiasm and creativity of vocational teachers has become chiefly assignment of Higher Human Resource Management.The paper is divided into five parts:the first part is the purpose and significance of this study;the second part is review of relevant motivation theory;the third part analyzes the actuality and demand of vocational "Double-teaching Type" Teacher;the fourth part analyzes the existing incentive mechanism of the vocational "Double-teaching Type" teacher;the fifth part is the emphasis of this paper,in this part establishs methods and models of solving problem which based on our country's actuality and demand of vocational "Double-teaching Type" teacher;the sixth part is the conclusion of the paper, which educed that combine material encouragement and spirit encouragement can effectively inspirit teacher,exert more potential of teachers to serve students.
