Research Of The Incentive Problems Of Community Workers

With the development and progress of Chinese economic reform and market economy system, some of social functions born by government organizations and enterprises are separated gradually down to the communities. Along with this change, the communities play a more important role in the whole society. People pay much more attention to the community work since a lot more problems needed to be tackled. In view of the new situation and new tasks, intensified attention should be paid to the community workers for a better construction of the community. Therefore, the motivation to the community workers’ team is beneficial for the healthy progress of all kinds of social activities. Based on the above and in order to conform to the times, the inner inspiration to the community workers is quite necessary for their contribution of the great socialist cause. And we need to study the motivation mechanism to the community workers in conforming to social development.In our contemporary society, from the government to the residents, everyone advocates to construct the harmonious community with the mutual development of politics, material and spirit. The so-called harmonious community requires the community workers to be service-oriented. The service provided by the community workers should match with the increasing requirements in all aspects. Both residents and community workers should actively participate in the construction of social harmonious community. The community workers should work hard to provide more convenient and safe living environment. And both residents and community workers should study and grow together by encouraging each other. In conclusion, from the stand point of a community worker, what he/she needs to do is not as simple as people believe. On the one hand, he/she needs to provide comfortable, safe and convenient living environment; on the other hand, he/she needs to work on improving their cultural, moral level and legal consciousness by organizing the residents to study scientific and cultural knowledge for the acceleration of the progress of social and political democracy. These two aspects’ combination enables the society to develop towards the correct and harmonious community.This shows that there will be some more problems along with the increasing importance and status of community workers. From the point of government and street committee, the problems are the imperfect rules and regulations, irregular management, lower social security. From the point of community workers themselves, the problem is that they have normally poor education background for a long period of time. From the point of the residents, they are not quite clear to the function of community workers. The residents consider that the community workers are old uncles and aunts. Some believe that the community works are simple and easy, just to tackle the problems, such as family disputes and etc. Therefore, people including the family and relatives of community workers don’t understand how hard the community workers are working. All these factors affect the inner motivation of the community workers directly or indirectly. As time passes, the community workers have no vision for future to this job and they themselves are not willing to try hard to work. Hence, it is critical to study the real essence to the community workers. And this is also the basic requirement to study the motivation mechanism about the community workers.In this thesis, the author follows the ideas as below:the first is to search the domestic and foreign literatures and get to know the current situation in the study to the motivation mechanism of the community workers. The effort enables the author gets a basic understanding on the study in this theory domestically and in the west. This becomes the foundational contents of this article. The second is to be familiar and to master the concept of community workers and motivation theory. Different definitions on community workers by different scholars and nations bring the definition on community workers of this article conforming to our nation’s situation. The article also summarizes and generalizes several key ideas and contents of the motivation theory. Based on this, nine communities of H Street Committee in Dalian city are selected for empirical study through questionnaires and interviewing the leasers. During the empirical study, the problems in the motivation to the community workers are put forward by the way of putting forward problems, analyzing problems and solving problems. On analyzing problems, Herzberg’s two-factor theory is used, that is to find the true problems through hygiene factor and motivation factor. And the last is to use for reference of excellent experience about community workers in two domestic areas. And the author also presents some of own ideas from the aspects of government, street committee, community workers themselves and residents.The author wishes to put forward some positive ideas on motivation mechanism to community workers through the study and writing in this article. By means of improving the motivation mechanism to community workers, the inner working motivation of the community workers is increased. The community workers are well encouraged to work harder for the community and contribute their efforts to the social harmonious construction.
