School-based curriculum as the important part of the national curriculum system, the exploitation of chemical curriculum is based on the material conditions of the school, the surrounding environment, and the widely-used chemical knowledge in everyday life. It offers an opportunity for the students to develop their learning ability, to meet the needs of the students, and promote teacher’s professional development from a "teacher" to an "expert" scholar teachers. This research, on the basis of the practice of school-based curriculum in Qingdao NO.39 High school in Shandong province, use the methods of literature review, case analysis and investigation to study the process of school-based curriculum to promote teachers’ professional development strategy, in order to make every effort to the development of school-based curriculum.Beginning with an introductory part mainly stated the problem, the significance of the topic selection and the importance of marine consciousness education in middle school. In reference on the basis of previous work, determined the core concepts and the credibility of the research, determine the idea and method of this topic. In the second part, take the No.39 Middle School for example to summarizes the steps on the development of school-based curriculum.The third part is the practice of the school-based curriculum,and the last part is the effect of the school-based curriculum implementation and summarize part. Analysis of the problems in the implementation of school-based curriculum and further analysis of the adjustment and improvement of school-based curriculum.
