With the development of school-based curriculum, a lot of the reality of the situation is changing, the field of education is no exception, the old textbooks gradually catch up with the development and requirements of the times, in view of the situation, our country has started many of the curriculum reform, the beginning of the twenty-first Century in China to adapt to the development of the new era, in order to to greet the arrival of the information age, the cultivation of high-quality talents, started on a large scale a new round of the curriculum reform, referred to as the "new curriculum" at the end of the last century, the Party Central Committee and the State Council have seen China’s basic education field there are still many factors and the quality of education does not adapt, consciousness to a more profound educational reform, in order to better cultivate talents, to enhance the comprehensive competitiveness of our country. A new round of basic education reform has a general goal, there are six specific operational objectives, the development of which has two roots of school-based curriculum has a very close relationship, is China’s rapid development of a strong support for the development of school-based curriculum in the new century, the two body foundation education curriculum reform objectives are in the curriculum content, the curriculum content to change the past emphasis on "numerous, difficult, partial and old" phenomenon, the content of the course and student’s life, and the actual situation of students, and students’ learning, and the development of science and technology closely together, obviously we the Department of education has realized the unification of our country curriculum implementation has many problems, also change the teaching content to choose at this time of reform in. But the national unity of teaching materials, or not fully comply with the student’s life, meet the students’ learning, because of China’s vast territory, different levels of economic development in various regions, to achieve this goal, we need every area of the preparation of their own teaching, in accordance with their own courses of students’ learning based on the requirements of national unity on the management of curriculum;, before is highly unified national management system, National Materials dominate the world, althoughIt has made great achievements, but the National Textbook domination of neglect in various regions, differences in each school students, there are a lot of problems, so in the new foundation the goal of education curriculum reform, has two goals to change the current difficulties are closely linked. One is to gradually break the country now highly unified curriculum management system, the curriculum development power to a part of the school and the local, given the autonomy of local and school curriculum development. This is a very good opportunity to compensate for the drawbacks in terms of the national curriculum, opportunities are very rare. In front of this curriculum reform, school-based curriculum development of China ushered in a rare opportunity, so the school must seize the favorable opportunity, a good job of school-based curriculum development, which is a very important piece of work.With the deepening of the curriculum reform, school-based curriculum is the focus of the reform into the Middle School of our country. School based curriculum development is a major breakthrough in the basic education curriculum system of our country. At present, most senior high schools have carried out the development of school-based curriculum, and have achieved some success. Exploration and research for high school ideology and politics of school-based curriculum development strategy, suitable for the construction of high school ideological and political school based curriculum development is the urgent task for the operation of the operation mode is the ideological and political teachers, but also the implementation of new courses of ideology and politics, to carry out the education for all-around development the inevitable trend.The school-based curriculum emphasizes the all-round development of students, which plays a very important role in the transformation from examination oriented education to quality education in our country. Therefore school-based curriculum development has become an important aspect of the new curriculum reform. However, there are still many problems in the practice of school-based curriculum development in high school in China. In this paper, the high school ideological and political development of school-based curriculum encountered problems and difficulties were analyzed, in order to provide a reasonable and effectivesuggestions for the school-based curriculum development, makes the school-based curriculum development will be carried out smoothly, to play its due role. This paper is divided into three parts:The first part of the new curriculum reform to the meaning and value of the ideological and political context of the development of school-based curriculum is expounded, illustrate the meaning of school-based curriculum and the ideological and political curriculum, that new curriculum reform and political school-based curriculum development has close relationship.The second part analyzes the background of the new curriculum reform of the ideological and political development of the school-based curriculum and the existing problems. The ideological and political development of school-based curriculum can promote the development of students’ personality, can enhance the political teacher’s curriculum consciousness, also can improve the teaching quality of Ideological and political course. We should pay more attention to the development of school-based curriculum, school-based curriculum development but there are still many problems, this part also elaborates from different angles.
