In recent years, the proportion of children and adolescents placed by the residential institution in Taiwan has been rise year by year. All sectors of society pay much attention to this group of people. According to relevant researches, when the residential institution end their service on children and adolescents, some adverse effects will be produced. The reasons for these are the uncertainty environment of society and the deficiency of stable social supported. In other words, the social adoption on these children and teenagers will be influenced. Thus, it is vital to cultivate the independent ability on placement children and adolescents. The charities in social welfare sector in Taiwan have prepared a series of projects about leaving residential institution. These projects mainly focus on the teenagers who are going to end up their settlement life but difficult to return their families. The conditions are different from mainland districts in China. In Taiwan, most children and adolescents in the residential institution are mentally complete but with problems about broken families, deviant behavior, and sex trade and so on. The development of independent ability always focuses on this group of teenagers. While, based on disabled adolescents, the service programs pay more attention on the normal life care and rehabilitation trainings. It is worth to mention that, around 80% of mild or moderate intellectual disabilities could live independently by suitable education and training. However, the mild intellectual disabled adolescents in residential institution always become the most negligent group because of their specificity.From the strengths perspective,those who have the ability to survive are the people with advantages and resources. And the strengths perspective also believes that everyone has the potential to learn, grow and change. The formation of intellectual disorder has its physiological factors and also social factors. As for concerning of the intellectual disabilities, we can not just concerned with the defects, but to get rid of the sick perspective of defining their habits. What’s more,we should have conversion thinking, to accept mental retardation with equal and respectful attitude,and also take efforts to tap the potential and superiority of them. Action research is also a study which emphasizes on the methods of empowerment, in which researchers and research subjects are in cooperative partnership. In the process of working, there should be mutual trust. And the researchers play a role as supporters and company. This paper takes advantage of the strengths perspective, by means of the method of action research, to assist with mild intellectual disabilities juvenile,exploit their own advantages, and enhance the sense of identity, in order to promote their independence ability. Thus,the social adaptability can be enhanced for the preparation of their leaving care life in the future.Under the direction of strengths perspective, social workers make plans for mild disturbance of intelligence children in the residential institution, to develop their independent living capability. It can help clients explore their own strengths and potential, promote clients’ sense of self-identity, and motivate their will to make positive change by using strengths to set up action objectives. In the progress of action, we take clients’ interests as the entry point. We accompany clients to do handwork and listen to their voice, to establish a good professional relationship. Meanwhile, combining the will of clients with the reality, we discuss the target order with clients and make detailed plan. By means of evaluating the client at the beginning, mid-term and after the end of the case, we can find that clients’ sense of self-identity are significantly enhanced. At the same time, their living skills and study will get great development under the motivation of strengths. Thus, after long-term targeted training, mild disturbance of intelligence children can possess the independent living capability.
