Rural compulsory education layout adjustment, also called “Removal primary school”, the rural education reform movement began in 2001. The implementation of the “removal primary school” object is mainly small scale, less students, the teachers in the rural weak school, implementation way is to put these school from were later incorporated into the county level of the larger schools, in order to complete the scattered rural education resource integration. “Removal primary school ”starting point is conductive to the development of rural education career, but the implementation of the policy in some government made a “one size fits all”, “efficiency first” mistake, led directly to rural schools, from the damage the interests of students, teachers, parents.This paper is mainly study in the“Removal primary school” behavior from the angle of economics. First,describe the behavior of“Removal primary school ”, summarizes it’s background, objects of implementation, way of implementation and it’s effect.Second, from the perspective of the government and the individual to analyse the advantages and disadvantages of “Removal primary school ”: On the one hand, “Removal primary school ”was optimized allocation of resources,on the hand,increased the cost of many individuals,just like students and parents.Finally, different from most of today’s researchs from the perspective of education, policy science and sociology, this article using the unique angel of economics to the “Removal primary school ” study and summary, put forward economic policy improvement ideas, in order to achieve the transition of the fair and efficiency of education policy concept.Thesis mainly using the method of literature, questionnaire and case law.The students、teachers and parents in the centre primary school in R Town, Sangzhi county of Hunan province’s as the main objects to distribute and recycle the questionnaires,as well as in the local government, have a face to face interview with the education department and school staff.For the purpose of currenting the situation of the policy of rural “Removal primary school” and try to make scientific analysis and put forward specific proposals to reform work.At the end of thesis,“Removal primary school” policy improvement ideas summarizes three hypothesises: “Removal primary school” policy should change from “economic measure” to “people-oriented”, “efficiency first”to “balancing effect” and at last from“one size fits all” to “adjust measures to local conditions”.
