Roughly 30 years after the first effort of Chinese colleges and universities to offer educational programs in collaboration with their foreign counterparts, such educational programs are now multiplied manifold as an integral part of higher education in China. And with the furtherance of economic globalization and the faster harmonization and integration of all economies that have been under way since the initiative of the Silk Road Economic Zone and the 21st-Century Maritime Silk Road, a new era is witnessed in which there will be a more rapid development of the form of education characterized by programs jointly offered by Chinese colleges and universities and their foreign partners.As a case study of the experience of SY University in running educational programs in collaboration with several overseas universities, this thesis makes a probe into the factors that make hindrances to the improvement of the quality of this form of education. After identifying those hindrances and with reference to the managerial method of circulation of PDCA, or planning, doing, checking and action,the author suggests taking such concrete measures as setting up complete systems of management and supervision to strengthen the management of the educational efforts jointly offered by Chinese universities and their overseas counterparts, thus ensuring the improvement of this form of education.Specifically, what makes hindrances to the educational efforts are such factors as the delicate differences between students in their academic competence and motivation, unfavorable arrangement of course subjects, unsatisfactory teachers,inefficient teaching management, and inadequate sense of responsibility in serving students. The author, therefore, suggests setting a more efficient management system that can function well in supervising, monitoring, and assessing the performance of all the teaching faculty as well as other members of the personnel.
