Reflect the demand of lifelong education, teacher professional development is the key to improve teaching quality of education. Since 1980 s, many countries have accelerated the pace of construction of teachers’ professionalization and have put forward different strategies. It is found that the improvement of teachers’ professional ability is the key to the professional development of teachers. So it is particularly important to promote teachers’ professional ability in the process of teacher professional development.The head teachers, as a special group of the faculty, also take the road of professional development gradually, need to improve the professional ability of the head teachers, so as to improve the efficiency of the overall development of teachers. Due to the development of the times, the demand of society and parents is higher and higher. With the development of national urbanization, rural migrant workers children to accept compulsory education in the city become the major feature, also make city school students section of the school-age population keeps increasing. We need to replenish the ranks of teachers, of course, includes the head teachers. So, the new the group of new headteachers is growing. In the face of new job, how to adapt to the role as soon as possible, to improve their professional ability, to pay special attention to the class management, to complete each work, is a must study the knowledge. This is a subject that must be studied for the new head teachers.In order to understand the specific situation and the problems existing in the development of professional ability of the new headteacher in urban junior high school, the paper analyzes the problems existing in the development of their professional ability, discusses the effective strategies to improve the new class teacher’s professional ability. This study collects information on the professional skills of the teachers, such as literature, questionnaire and interview. Through field investigation and research, we know the new headteacher in junior high school, carry out questionnaire survey, and carry out individual interviews, comb the statistical analysis, find out the existing problems and reasons, and put forward the strategies to improve teachers’ professional ability of junior high school teachers in urban schools.This study takes 10 junior high schools in a district of Chengdu as examples. This study engages the headteachers with 1-3 years of work experience as the research objects. From the new headteachers’ basic situation(including the proportion of gender, age, education, job title, teaching subject, teaching grade), this research investigates the situation of the new head teacher in six aspects: such as the understanding to the class teacher work, the class collective construction and management, professional development plan, moral education work, home school communication situation and finds the problems of the new headteachers. Mainly includes six aspects: one is the new headteacher in guiding parents to carry out the family education; the second is the new headteacher in attention parents feel inadequate; the third one is the less self-confidence when they communicate with the parents; the fourth is when communicating with parents, language expression leaves no room; the fifth is the new headteacher can’t keep up with the pace of the times development of moral education idea; the sixth is the moral education method is simple and no respect for students; the last one is the new teachers need to conduct moral education content.Through in-depth interviews, the problem is further analyzed, and the reason is that the problem of the new headteacher in the work is mainly in many aspects. Due to the stock of knowledge is not enough, they can not actively respond to problems; also because of coordination and communication ability is not strong, they can not fully mobilize all forces to form class ability; and the school didn’t pay enough attention to career development plan and some other schools did not carry out special training. together cause new head in specific work exist such problems, can not work smoothly. These problems caused the new headteacher can not carry out the work smoothly.This study proposes to improve the new headteacher professional ability need to start from the following aspects: first need to strengthen the new head teacher’s home school communication skills training, to fully mobilize the parents, to form a home school work and promote students overall development; second is to guide the new head teacher to develop career planning, to determine the professional development goals; the third one is to improve the sense of accomplishment; the fourth one is to promote the work of the new head teacher in a variety of activities, in order to ensure that the new head teacher in the work can do self adjustment, to guide students healthy development.
