The two level management originated from the flat management of enterprises. It is a kind of management mode which delegates power to the lower levels and shifts down the focus. The core of the two level management in secondary vocational schools is the transformation of the school management functions, shifting down the management focus, decentralization in the professional department, the establishment of the two level management system, which takes the professional department as the center. The function of the middle department changes from management to service. The two level management takes the education and teaching as the center, which is important to improve the management level and teaching quality of secondary vocational school. However, in recent years, secondary vocational schoolsencountered many obstacles in the implementation of the two level management reform, so that the case of success is lot less.This paper analyzes the practical problems encountered in the implementation of the two level management reform in the secondary vocational school, and discusses the difficulties and Countermeasures, through the literature method, interview survey method and case study method. This paper consults the relevant theories and practices of school organization change management, the relevant literature about enterprise flat management and vocational college implementation of two levels of management reform, investigates and researches on the current situation of the implementation of the two level management in the secondary vocational school on the spot, uses the theory of school organizational change to analyze the obstacles of the implementation of the two level management in the secondary vocational school, draws on the successful experience of the two level management reform in Higher Vocational Colleges and ordinary senior high schools, puts forward strategies for the implementation of the two level management reform in Vocational Schools. As a starting point, a set of two levels o f m a n a g e m e n t s y s t e m f o r s e c o n d a r y v o c a t i o n a l s c h o o l i s s e t.This study analyzes the theory of organizational change in schools. The obstacle factors of school organizational change mainly come from three aspects: first, the school organization’s own obstacles, including the organization structure, organizational inertia thinking, organizational culture. The second obstacle is from the group, including the group constraints and the group barrier. The third is the individual’s obstacle factor, including the cognitive resistance, the behavior resistance, the psychological factor.Through the research of the two level management reform in ChengduCity, this paper considers: At present, the key problem of the two levels of management reform in the middle vocational school is the decentralization of power. In this paper, we analyze the block factors of the implementation of the two levels of management, which are from the school organization, the school community, individual and so on.Based on the above analysis, this paper puts forward four countermeasures. The first is to develop a detailed strategic plan for change. Second is the establishment of a strong leadership team. Third is the innovation organization culture. Fourth is to establish an effective communication mechanism. Taking these four measures as the starting point, this paper analyzes the secondary management of the overall architecture, design responsibility, task transfer, stage implementation plan, team building, organizational culture, secondary interaction management, the establishment of communication mechanism. In this way, we set up a set of two levels of management system to adapt to the characteristics of secondary vocational schools, to provide learning and experience for the secondary vocational school, which is trying to carry out the two level management reform.
