In the new 21 st century, mankind has entered into a new era-- the knowledge economy era. With the improvement of the national education quality, people have more and more realized that education must start from the baby. Pre-school education has received the unprecedented attention. The national medium and long-term education reform and development plan outline(2010-2020) emphasizes: to develop preschool education actively, by 2020, universal pre-school education for one year, basic universal pre-school education for two years, three years of preschool education in areas where there are conditional; to pay attention to infant education from 0 to 3 years old. It is vital to make efforts to improve rural pre-school education popularity. But at present, there is a big gap for the preschool teachers. It will be expected to reach 120000 in the next ten years. So under the encouragement and support of national policy, the local normal colleges set up the pre-school education major, which also brings some colleges the unprecedented pressure for the training of the future kindergarten teachers. Because teaching quality directly affects the quality of kindergarten teachers in the future, while the quality of the teachers directly affects the quality of preschool education. Music education is an indispensable part of the pre-school education. As an effective way of emotional education and a compulsory course in the high school education, music appreciation plays an important role to enhance the depth and breadth of contemporary college students’ knowledge and improve the music training, inheritance and development of outstanding music culture, etc. But the current teaching situation of the author is not optimistic. Inspired by this, the article changed the visual angle of research to the local music school-based curriculum development. With the questionnaire survey, interviews and other methods, the author analyses the current situation on music appreciation in pre-school education. And also brings unique charm, various forms of Lvliang folk music into the classroom and tries to find out effective ways in music school-based curriculum development in order to take a good music appreciation class.This paper is made up of introduction and other four parts. The introduction mainly presents the research background, research status, the significance of research and research methods. From the characteristics of the college and students; the present situation on music teaching and music appreciation course, the first part shows the status analysis of the three-year pre-school education in Fenyang normal school, Lvliang University. The second part presents the survey analysis of the Lvliang folk music in music appreciation class, and designs the questionnaires for teacher and students to make surveys and interviews. The third part shows the practice about Lvliang folk music into the music appreciation classroom. And the fourth part is about the strategies of Lvliang folk music into the music appreciation class.
