To promote and recognize the equilibrium state of enforced free education is the inevitable requirement to implement the scientific concept of development, to build a harmonious society, is to protect the rights of citizens to receive equal compulsory education, the important symbol of education equity. "The national middle and semi permanent educational rectification and essential points of evolution design from two thousand and ten to two thousand and twenty", determine the "priority to the development of education, reform and innovation, promote equity, improve the quality" education policy, explicitly proposed "education equity is the key to promote compulsory education balanced development and support disadvantaged groups, fundamental measure is the rational allocation of education resources. The rural areas, remote and poor areas and ethnic areas get more education resources, to speed up the education gap; governments have the main responsibility to promote education equity, the whole society also has the responsibility to promote it. As a result of interaction of many factors including history, reality, national, local, policy, system, resulting in Wuhua district within the administrative area of urban and rural areas, schools, group of compulsory education gap is bigger, high quality education resources are scarce, the allocation of compulsory education resources is unreasonable, the education equity question highlights. How to adjust the distribution of elementary and secondary, expansion of high quality education resources, optimize the allocation of resources, realize the equality of education condition and the educational process, promoting equity in compulsory education has become a problem urgently to be solved in Wuhua district administrative departments of education.This article will study the scope of the Wuhua district, taking the Rawls’Theory of Justice as Fairness and New Public Service Theory as the theoretical basis of my study, according to the practical condition of equilibrium state of enforced free education in Wuhua district, carry out my case study, find out the problems existing in Wuhua district of Kunming city compulsory education balanced development and analyze its causes. From the perspective of educational management, make some suggestions, for example, the concept of updating education is put forward to promote education equity; clear government responsibility, improve its service efficiency; at the same time, take some detailed effective measures,such as, to improve the investment system of compulsory education, to carry out compulsory education advanced planning, strengthening the vulnerable compensation obligation education, establishing the system of the rational flow of teachers, perfect compulsory education supervision system. It is expected that this study can provide effective policy proposal for the fulfillment of equilibrium state of enforced free education in Wuhua district.
