"Pupils are flowers of the motherland, they are also the hope and future of motherland." Students’ physical health cause high attention in the country, in the society and even in the family. So students’ physical health conditions need to cooperate with school sports in order to improve students’ health effectively.PE teaching is one of the most important working parts and also an important part of education. The meaning of PE teaching is that it can enhance students’ fitness and improve physical health conditions as well as establishment the consciousness of life-long sports.In recent years, Primary School teaching has got concern of experts and scholars in all the provinces and cities in our country,school teaching status quo have been studied in their own region by the experts and the scholars. But Harbin lies in northern part of China, it differs from southern cities in respect to its culture, the environment, humanities and other factors. The critical period of growth and development of students is pupil stage, it has great significance to strengthen primary school physical education teaching, to improve the nation’s fitness and all-round development of students. As students in their childhood stage have the characteristics of flexibility, hyperactivity and even exists a certain of insecurity in physical education, schools and researchers are more concerned about the issues about how to make children master safety knowledge and the awareness of self-protection as well as how to create a safe environment in schools for students and so on."Sports and Health" curriculum standards is used as the theoretical basis in this paper. Questionnaires, interviews, literature, mathematical statistics are used in my thesis. I make a questionnaire about 800 pupils and 200 front-line sports teachers in Harbin and have a special discussion with sports experts to analyze and discuss the current problems and situation in Harbin And I made the following conclusions:1.The structure of P.E teachers at primary school in Harbin are getting younger and younger, lacking experience in teaching. P.E teachers’ work load differ from each other, resulting in the imbalance of teachers’ work and affecting teaching qualities.The content of the teaching method weak sense of innovation.Although they can use it skillfully,but they lack of innovation.Because most P.E. teachers still continue the traditional teaching method.Teachers did not understand deeply whether the method is appropriate for contemporary students and what the contemporary students need.2.There are various activities at primary school in Harbin to ensure the students’ activity time, but teaching organization is single and can not carry a comprehensive curriculum.Most primary and secondary schools did not meet the normal class time. Some schools reduce the level of P.E. Ⅲ in order to increase graduation and achievement.3.Elementary physical education in Harbin inadequate teaching equipment, outdoor teaching environment are too general and lack of indoor stadiums, due to environmental and space constrains, they fail to meet the needs of students. The students in Harbin don’t wear protective and professional equipment on ice during the course in winter. They are basically shelved which the student should have.4.The security risks of physical education at Harbin primary school are prevalent. There are fever times to train P.E teachers and lack of security knowledge to deal with the security problems. Pupils weak of awareness of physical safety and safety knowledge.
