Education in our country is groped, reformed and innovated continuously to adapt to the development of times in the history of China. Since entering the 21 st century, with a new round of the elementary education, the spirit of curriculum standard as well as teaching reference matching with textbooks is also being reformed and innovated gradually.History reference with new education theory and teaching methods is considered as an important instruction of history teaching. It not only pointed out the teaching aim of history teaching activities but also analyze teaching materials, which give teaching suggestions to help teachers grasp the point of the teaching materials and teaching methods. History reference as a powerful teaching guide book play an important role in improving the quality of teaching, so as to promote the progress of education reform in China.Teaching reference is becoming a real guiding teaching instruction rather than a simple teacher reference book. However, the study of history teaching reference is relatively few, the current research generally involved in the relationship among the teaching reference, teaching materials and curriculum standard, or research of teaching reference function,or transverse comparative study. The study of history teaching reference longitudinal aspect is almost nothing. This paper, from the development and reform process of teaching reference of PEP edition, with using documentary research and the comparison analytic method or giving examples, analyzing the preparation of content structure every stage of history teaching reference. which summarizes each period in history teaching reference characteristics and inheritance and development, then sums up the characteristics of every period of history teaching reference and development. It reflects the history teaching reference has playing a major guiding role to help teachersteach better in the teaching. In addition, some good education view,course view and teaching method are worth to advocate with practical teaching. It can optimize the teaching practice and improve the quality of teaching to a large extent.This paper firstly introduces the relationship among the teaching reference, teaching materials and curriculum standard, then describes the development process of teaching reference.Finally, emphatically analyzing teaching reference in PEP which has experienced a situation from “outshining others” to “flowers competing”. During this period, teaching reference of in PEP edition has written ideas and content on a basis of continuously picking up experience, introducing advanced education theory and innovating. Moreover, previously, teaching reference only focused on the content from an addition of knowledge to the training of ideas and ability. However, since the new century, it has tended to be more diversified and three-dimensional, and guided how to operate and achieve the teaching purpose using various teaching methodologies. What’s more, history teaching also springs up in the case of many textbooks with the same syllabus now. Teaching reference of PEP edition need to keep its own characteristics in the situation of “flower competing” and took full advantages to guide the teaching work more effectively and powerfully.
