Comparing to the previous poor situation, earthshaking changes have taken place in education of remote rural areas in China with the development of economy since the Reform and Opening. The question is, however, that it has become far more difficult to restore good teachers in rural areas, especially those in middle and western areas in China, which has led to a long-term shortage of qualified teachers and huge gap of development in basic education between urban areas and rural areas. Education is, nonetheless, regarded generally as the first and the last way to alter the lives of young people in such places.In the year of 2007, in order to improve the quality of teaching and to encourage rural students to participate in teaching in rural areas, a notification of implementing tuition-free normal education was issued by the Ministry of Education of the People’s Republic of China(MOE) with other related ministries. The education in rural areas has improved because of the policy enforcement. However, there are still some complicated problems we have to face several years later, such as the time-consuming term of service in rural areas, the unavailable career development and the lack of management after the tuition-free normal graduates got employed. Hence the employment status of tuition-free normal graduates becomes a hot topic and there are many complicated and interesting problems need to be researched and studied. Based on this background, sustained and deep studies upon employment status of tuition-free normal graduate are now being thought much more of.Based on the background of improving government policies, this paper chooses the theory of demand and supply, employment structure theory and stakeholder theory as the theoretical direction, and points out the importance, purpose and meaning of this study; And then, the author of this paper concentrates on such four problems: the degree of understanding and familiarity of tuition-free normal students about the related policies; the employment status of tuition-free normal graduates; comments of tuitionfree normal graduates on the related policies; self-cognitions of tuition-free normal graduates at work. In order to achieve the goals of this paper as stated above, the author distributes 119 questionnaires in total to tuition-free graduates who belong to the grades from 2009 to 2011. And the 106 returned effective questionnaires conclude that employment status of those normal graduates from C University is fine and has its own specific characteristics, but also facing the same problems: the administrative service and the job satisfaction need to improve; career development of the tuition-free normal graduates is unavailable. As a result the author of this paper puts forward four recommendations: the government departments should improve policy mechanisms to enhance service capacity; the educational organizations should reform cultivating model to match supply and demand; the employer should undertake social responsibility and improve employers’ effectiveness; the employee should adjust employment psychology and improve comprehensive strength. Therefore, the conclusions of this paper run as follow:(1) The questionnaire made by the author can reflect objectively and factually the employment status of tuition-free graduates of C University;(2) The employment status of those normal graduates from C University is fine and has little individual difference;(3) The tuition-free graduates have a clear and practical understanding about the factors affecting their employment status.Works about tuition-free normal education are continued and enhanced with the implement and development of the tuition-free normal educational policies. In order to improve the quality of the compulsory education in rural areas and provide brainpower supports for the rural development, the sustained and in-depth studies about the problems referred to in this paper are necessary.
