Talents are those minority, who have with high quality, engaged in creative work and make a greater contribution to the development of the economy and the progress of society,and the talent policy is made by the government agency in order to attract talent, however,to attract talent is not the ultimate goal, the most fundamental purpose of making this is to use their creative work to promote local economic development and the progress of society.As the capital city of Shandong Province, Jinan gathered the well-known colleges and universities of the whole province, and did not start late in the talent policy making, but its’ talent do not have the advantage both in quantity and quality so far, and the affect in promoting economic development is not obvious either, thus, this is the practical meaning of researching on the optimization of the Talent Policy of Jinan.This paper analyze 20 current Talent Policy of Jinan since 2009,in number, document subject, topical subject and level. Then it found that Jinan has basically established a relatively complete system of policy of Importing Talent Policy, and talent cultivating and incentive measures are good, the scientific view of talent has been further implemented,public servant talent and enterprise operating and management talent have further enriched,incentive and guarantee mechanism is established, the talent market system and platform construction have further improved, respect for talent, social environment of respecting talent and promoting innovation has formed, Talent Policy has achieved remarkable success. But paying more attention to importing and despising self-cultivating, neglecting enterprise, lack of attraction and supporting measures, and shortage of effective breakthrough point in implementing are main problems of Talent Policy of Jinan, which are caused by unscientific policy making in quantity, structure, level and subject, unideal talent development environment, unformed policy resultant force, lack of policy advocacy efforts, thus, Talent Policy is still need to be further optimized.This paper takes Nanjing Fuzhou and Hangzhou as three cases to analyze. It finds the good practice in Talent Policy of Nanjing is to create good environment for the development of talent, policy advocacy meticulously, and pay attention to the integration and perfection of Talent Policy; it finds the good practice in Talent Policy of Fuzhou is to implement the idea of respect for talent, to establish a relatively complete talent importing and service and guarantee policy system; it also finds the good practice in Talent Policy of Hangzhou is to make high-end policy, to make talent plan “programmed”, and to establisha high-level talent policy system based on the talent classification directory. All the good practice provides a reference for Talent Policy optimization of Jinan.Therefore, Talent Policy optimization of Jinan should focus on accurately grasping the key point of economy development planning of Jinan, adhering to the Talent Priority Development Strategy, continuing strengthening the consciousness of talent, optimizing the structure of Talent Policy, refining Talent Policy levels, optimizing document subject selection, strengthening the responsibility of functional departments, strengthening propaganda platform construction, optimizing propaganda model, do well of the supervision and implementation of Talent Policy, so as to form the advantage of Talent Policy, making Talent Policy to better serve the overall situation of economic and social development, promoting the transformation from talent advantage to economic advantage in Jinan.
