School curriculum leadership development has attracted so much attention for it follows the development trend of the current curriculum reform. Since the new curriculum reform emphasizes a three-level curriculum management system, which makes it possible to redefine regional curriculum power, it’s quite essential to ponder over how district to promote the cultivation of school curriculum leadership. On the basis of the available research results about regional educational reform, school curriculum leadership and regional promotion of school curriculum leadership development at home and abroad, in combination with the author’s own research interests and practical operational feasibility, the study takes district Y in Shanghai as a case and uses document analysis as the main data collection method to collect relevant research materials including policy documents, meeting minutes, interview transcriptions, activity programs, working plans, working summarizations, annual reports, research reports, published articles and books, digital stories, promotional videos and other information. After that, all these materials are to be classified, coded and re-analyzed, so as to reveal how district Y to promote the cultivation of school curriculum leadership, refine and extract the concrete promoting strategies, and summarize its problems and make suggestions for improvement, by which it may provide reference for other districts to promote educational reform.In this study, after reviewing the existing domestic and foreign research literature, a suitable two-dimensional analytical framework for this study is to be constructed: on the horizontal dimension there are four factors including change vision, change subject, change path and change effectiveness, and on the vertical dimension there are also four factors including making the organizational change, shaping the change vision, building the professional communities and cultivating curriculum construction capabilities. Based on the analytical framework, the collected research data are to be made personalized interpretation.The research results show that in the process of district Y to promote the cultivation of school curriculum leadership, the change visions result from interaction, but they lack in sustained guiding; the change subjects are consisted of diverse groups but each of them are connected loosely; the change paths are in various forms but the gap between ideal and reality needs to be made up; the change effectiveness has not been paid enough attention and needs strengthening the sense of evidence. From that, the author summarizes three major problems in the existing promotion process, that is, ideas about educational reform need to be updated continually; teachers’ motives for change haven’t yet been fully mobilized; long-term mechanism for promoting sustained reform still needs to be established. There are also three suggestions posed, including improving the management models of regional projects to promote, encouraging schools to make school-based interpretation of the change vision, and adding continuous data feedback in the promoting process.
