In recent years, the construction of teacher culture has always been a hot spot, the construction of teacher culture decides the further advance of elementary education reform. At the same time, it influences the development of school and the education of students. Learning organization was born in the enterprise, has advanced concepts of organization and management and a mature operation method, which provide theoretical guidance and technical support in the cultural construction of the primary school teachers.This studay mainly through consulting relevant literature, summarized basic theoretical basis of teacher’s learning organization culture. It selected the L area of three different primary schools, 100 teachers as the research object, questionnaires, 100 valid recycling questionnaire 98, effective rate was 98%. At the same time, with the method of target sampling, for eight teachers in-depth interviews. To find the problems of the construction of teacher culture,reason analysis and conclusion. So that we can came up with the suggestion of construction and improvement.Through the interview and questionnaire survey we can found L area elementary school teachers’ cultural construction of a series of problems. Problem one is obvious utilitarian orientation and lack of awareness of self-improvement. The second is teachers’ conservatism, such problems as lack of cooperation and creativity. Three is the school lack of Shared vision, material construction and system construction to improve and implement. Four is the backbone of the lack of influential teacher and the leader. Five is bad social custom influences teachers’ group. This paper argues that is the most important factors affecting the teacher’s own factors. Besides the social environment and school material, cultural and institutional environment affect teachers’ values and attitude, which affect the teachers’ cultural construction.According to the problems and reason analysis of teachers’ cultural construction of L area,we come up with new way of primary school teachers "learning organization" culture cultivation, which mainly from two aspects, the one is school as the main body, the first is the ramming material construction as a new type of teacher culture construction; the second is the foundation of the harmonious humanities environment, completes the spirit leading role; the third is to improve the implementation of the system construction as a guarantee for the construction of teacher culture. The other is for teachers’ own construction, the first is the construction and development of learning ability, the second is to do career planning, and then, to strengthen cooperation between natural teacher.Learning organization in the application of elementary school teachers for elementary school teachers’ culture construction provides a new way, also for the development of teacher culture and update provides effective guidance.
