Performance management is an important part of human resource management. In recent years, with the mature application of performance management theory in human resource management in corporate, the theory has been applied in some independent non-profit organizations, including some colleges and universities. At present, the performance management for college teachers is basically adapted to China’s social development. However, the study of performance management for teachers in vocational colleges is relatively rare. Based on the developing needs of modern vocational education, for vocational colleges, if the managers want to improve the competitiveness of colleges, must start from the building of their teachers to achieve their own characteristics, which requires vocational colleges establish a "double-position" teaching staff with knowledgeable theory and practical ability. It has a very important practical significance for teachers building in vocational colleges to establish a scientific and rational system of performance management and give full play to the ability of vocational teachers, so as to enhance the "double-position quality" of teachers.Combined with related theory of performance management in domestic and foreign public human resources development and management, the thesis conducts a site research on the performance management for teachers in S College of Political Science and Law to understand the status of performance management for teachers in S College of Political Science and Law; By the way of survey and interview, discusses the deficiencies of the current performance management for teachers in S College of Political Science and Law, analyzes the problems in the links of performance planning, performance implementation, performance evaluation, performance feedback and application of performance evaluation results in S College of Political Science and Law, and analyzes the various reasons for problems one by one to identify the link which is not suitable for the performance management for teachers in S College of Political Science and Law; uses target management theory,360 performance appraisal method and key performance indicators, combined with "double-position" requirements of modern vocational education to vocational college teachers and its training characteristics of political and legal system, re-plans and designs an index system of performance evaluation to meet the development of S College of Political Science and Law, and proposes to establish safeguarding system of performance evaluation, thus design a complete set of performance management system to meet the teachers and overall development needs of S College of Political Science and Law, to improve the human resources management work of S College of Political Science and Law to a new level and more responsive to the needs of modern vocational education development, and to achieve win-win goal of improvement of teacher’s overall quality and sustainable development of college.Meanwhile, the study also provides a reference for performance management for teachers in other vocational colleges of political science and law, in order to contribute to enhance our overall level of performance management for teachers in vocational and training colleges.
