| Colleges and universities play an important and leading role in the development of science and technology innovation in China,and with the increasing importance attached to the reasons of scientific and technological innovation in China,it is necessary to measure the efficiency of scientific and technological innovation in our country’s colleges and universities.In the scientific and technological innovation work of colleges and universities,the level of resource input and output of scientific and technological innovation,whether there is an imbalance between regions,the efficiency level of scientific and technological innovation activities in colleges and universities,how the changing trend of scientific and technological innovation efficiency in recent years and whether there is consistent development between the efficiency and ability of scientific and technological innovation in colleges and universities are the more important issues,this paper through empirical analysis,from a quantitative point of view to study the above issues,and put forward practical recommendations.Firstly,through descriptive analysis of the scale structure of colleges and universities in China and the human,financial and material input of scientific and technological innovation in colleges and universities,the output of scientific and technological innovation,the transformation of scientific and technological achievements and international exchanges and other status quo comparative analysis,found that China’s university scientific and technological innovation in the scale structure,scientific and technological innovation in universities,the input,output,results transformation and international exchanges,there are regional differences,in general,the east is stronger,the central second,the west is weak.Secondly,through the BBC model to measure the efficiency of scientific and technological innovation in universities in 2018,analysis and comparison of regional scale efficiency and pure technical efficiency and DEA invalid area projection analysis,found that 9 of the 27 regions DEA effective,6 regions DEA little effective,12 regions DEA invalid,economic development level and efficiency there is no inevitable link,the difference in efficiency is mainly related to the effective allocation of resources in each region.Thirdly,through the Malmquist index method,the dynamic analysis of the innovation efficiency of colleges and universities is found that the total factor productivity of scientific and technological innovation in colleges and universities in2008-2018 is changing alternately and improving the efficiency of technological progress in colleges and universities in China is the main direction.Then,on the basis of efficiency measurement,this paper further uses DEA-Tobit method to find the factors that have a major impact on the efficiency of scientific and technological innovation in colleges and universities,and finds that the regional environment and the structure of financial input have a significant impact on the efficiency of scientific and technological innovation in colleges and universities,and the environment and human resources structure of scientific research institutions have no significant impact on the efficiency of scientific and technological innovation in colleges and universities due to their own development structure.In order to deeply understand the efficiency of scientific and technological innovation in colleges and universities,this paper uses the main component analysis method to measure the scientific and technological innovation ability of colleges and universities,analyzes the efficiency of scientific and technological innovation in colleges and universities from the analysis of efficiency and ability matching,finds that the efficiency of scientific and technological innovation in colleges and universities is different,there are obvious regional differences in innovation ability,in recent years,the ranking of scientific and technological innovation ability of colleges and universities has basically solidified,and there is a mismatch between the efficiency and ability of scientific and technological innovation in regional colleges and universities in China,most areas need to further improve the efficiency and ability of scientific and technological innovation,about 22.22% regional efficiency and capacity need to be further improved.Finally,combined with empirical analysis,this paper puts forward corresponding policy recommendations which including in the field of scientific and technological innovation in colleges and universities in various regions,we should pay attention to the rational allocation of input resources,achieve high-quality output and high-level results transformation;Comprehensive and coordinated development to achieve high efficiency and high capacity of both high levels. |
