With the all-round development of quality education, school physical education has become one of the important ways to realize it. To enhance the physical fitness of students, promote student health, achieve all-round development of students is the important task of quality education. The system health status of adolescents has become a major issue for the future of the nation and the nation. However, the current students’physical fitness for twenty-five consecutive years, there are many problems in school sports, school sports goal has its own characteristics, making the school sports objectives can not be better.At present, the research for the school sports goal in our country has with the new policy development of the school physical education and quality education new content appeared deviation, influence of middle school physical education and the realization of the goal of research is not comprehensive and in-depth, the lack of systematic thinking and research. This has seriously affected the realization of the school sports goal, thus affecting the middle school physical education curriculum overall and healthy development. So the system explore achieve the goal of school physical education teachers and students factors, is conducive to the promotion of school sports goal of deepening development, at the same time as the construction and development of the school sports work itself contribute to.This study investigated 800 students from different types of schools in four cities of Shandong province. By using the method of literature, questionnaire survey and data statistics, the main conclusions are as follows:(1)Affects the targets of school physical education teachers, including teachers professional qualities and personal qualities, student factors including students to participate in the sports of internal factors and external conditions, the factors of school sports goal implementation play an important role.(2)The contribution rate of each factor to the school physical education goal is different. Between the teachers’ professional factors of physical education teachers in the teaching method and the teachers and the students the classroom interaction of the two factors of the school sports goal which plays a main role; teachers’ personal quality factors of teachers love students, for students and the ailing affinity teachers are willing to help the students of the two factors plays a major role in the realization of the school sports goal.(3) Students to participate in sports activities of the internal factors of middle school students participate in sports motivation and interest orientation and students personality occupies an important position, external conditions of classmates and friends participate in sports and family sports participation plays an important role.(4)Different demographic variables on the school physical education objectives to achieve the differences between teachers and students of different factors.Gender differences in physical education teachers teaching methods, teachers’ patience and affinity of teachers there are significant differences, while the students’ learning motivation, acceptance, and other aspects of significant differences.There is a significant difference between the different school district, school type and school physical education requirements and the physical exercise of the venues and equipment.There was no significant difference between the teachers and students in the school physical education objectives.
