Talent resource is No.1 productive forces. In the developing information society, talent has become the most important and valuable social resources. The optimum environment for qualified personnel is important for region development. For a long time, Government is not paid attention to basic talent. They just have low income. The promotion opportunities are less. Living space of basic talent is narrower. It is profound experience of human resources management. Talent competition, in essence, is the competition of the talent environment. Changning have to optimize the environment of human resources in order to optimize the situation of human resources. This research is divided into five parts:First part:The author introduces the background, and explains the significance of this research, and then summarizes the domestic and foreign research, and explains the ideas and methods of this research. Second part:The author explains the concept and characteristics of the basic talents, and then explains the concept, characteristics and classification of the basic talent environment. The author made dialectical analysis of the relationship between the environment and the talent of the basic level. The author thinks the two sides are free to choose and promote each other. Third part:The author first outlines the basic situation of Changning in Yibin, and then analyzes the talent environment of Changning. It includes five aspects, the economic environment, living environment, innovation environment, education environment and the flow of talent environment in five aspects.Fourth part:The author summarizes the research of the Changning, and found the main problems. There were respectively:the economic conditions underdeveloped; the low level of human resources; lack long term mechanism of talent development. The main reason is some management had the out-of-date ideas; lagging environment of work, lack of talent attraction; poor service.Fifth part:The author summarizes the conclusions of this research, and puts forward some suggestions on the problems of Changning in the construction of human resources, and considers that government should reform and innovate the mechanism of the introduction of talent resources, innovate the mechanism of human resources development, and cultivate the human environment of the growth of talents.
