Talent resource is the first resource. At present, the competition among the countries and regions is becoming more and more intense. To develop human resources, improve the comprehensive competitiveness of the whole region, is the whole society to achieve a broad unified idea. This shows that the talent in the process of economic and social development plays a more and more important role in the introduction of talent, the speed and the number of a country, a city's core competitiveness and sustainable development ability has a direct impact. Panjin's economy to achieve rapid development, we must work on the important position of talent development.First, this article from the introduction of personnel and other related concepts, this paper is clear that the object of this study is a broad sense of the concept of talent, that is, including the recruitment of personnel, recruitment, appointment, but also include the follow-up management of personnel, etc.. In order to deeply analyze the introduction of talents, this paper introduces the domestic and foreign theories on the introduction of talents, and the domestic and foreign studies were evaluated.Secondly, this paper analyzes the present situation and problems of Panjin talent introduction. First, the basic situation and achievements of Panjin talent introduction policy are summarized, and the status quo of Panjin talent team is described, and the main problems in the introduction of Panjin city are analyzed. The problems such as high level talent shortage, talent distribution imbalance, financial investment, policy implementation is not in place, supporting measures is not perfect, personnel mobility, lack of scientific talent discovery and evaluation mechanism and other issues have been seriously the introduction of Panjin city.Again, this paper has designed the improvement project of Panjin talent introduction. On the basis of domestic and international experience,The advantages, disadvantages, opportunities and challenges of Panjin talent introduction were analyzed by using SWOT method, which laid the foundation for the introduction of the scheme design and the talent policy. And proposed a framework for the introduction of talent, and a feasibility analysis.Finally, the countermeasures and suggestions on the introduction of talents in Panjin city were studied. This paper uses a variety of analysis and research methods, the main theoretical analysis, literature analysis, quantitative research and comparative analysis, from the perspective of multiple solutions to solve the problem, I hope that this paper can provide valuable policy measures for the introduction of Panjin City, Panjin city to develop a comprehensive transformation to provide intellectual support.
