With the rapid development of science and technology and the enhancement of comprehensive national strength and enconomy, sports have achieved leap development and obtained remarkable achievements in the major events. In a way, these achievements speed up the pace of integration into the world, and add the access to understanding China for the world. As a part of national soft power, Sports play an important role in meeting the growing spiritual and cultural needs of the public. Football is a very important sport, which has the greatest influence in sports field and shoulders the high expectations of the public. The current level of football and the competitive strength in our country is not consistent with the expectation of the public and the strength of sports in our country. So, what are the root causes of the situation? How to change the situation? This is one of the hot issues which trouble our sports workers. As we all know, football is one of the most popular sports, whose influence and charisma can be imagined, and the hidden economic potential is unusual. So football receives attention in many developed countries. Throughout international football, all the country or region, in which the competitive level of football is higher, must have a very successful football reserve personnel training system. A country’s level of football is largely decided by the development of youth football, and the main battlefield of youth football is campus. In order to improve our competitive level of football and make a big stride forward form sports giant to sports power, the State Council and the Central Leading Group of deep reform deliberated and passed the Chinese football reform overall program in February, 2015. The general requirements were clearly pointed out:to promote the development of football on campus. It not only proposed higher demand of school football, but also provided an opportunity for development of school football. In fact, to carry out school football is a complicated systematic project, which involves all aspects, and the allocation of resources is an important aspect. The issue on how to optimize the allocation of resources is one of the hottest research program. We used the relevant theoretical principles and methods, investigated allocation of campus football resources of some primary schools in Hangzhou, and discovered some problems on allocation of campus football resources-human resources, material resources, financial resources and information resources in Hangzhou as followed:1、Serious shortage of human resources existed in Hangzhou’s primary school. The quality of coachers is uneven. Sports research projects and the frequency of physical training are seriously lacking. The overall quality of teachers urgently needs to be enhanced.2、Football material resources were in shortage. Space, equipment and other facilities were incomplete; standards of construction are not fixed yet; and equipment was not updated in time.3、Football financial resources were scarce. The access to financial resources is limited and the self-sufficiency is poor. The use of funds also lacks supervision mechanism.4. The information of school football was mainly obtained in the given files. The teachers’initiative to acquire information was poor. The schools’reserve of information can not meet the students’demand to attain football knowledge.According to the reason of the problem, the corresponding countermeasures to optimize the allocation of campus football resources were put forward:1、Optimize the allocation structure of teachers; improve the quality of teachers.2、Integrate the space resources; improve equipment utilization.3、Diversify the sources of funds; allocate resources rationally.4、Develop information platform; expand the influence of football on campus.
