Research On Financing Problem Of Private Colleges In Liaoning Province

After China’s reform and opening up, the social economy of Liaoning province has been rapid developed, the demand for higher education is also growing. But the existing higher education resources in Liaoning province have been unable to meet the market demand. At the same time, in view of all aspects of financial constraints and so on, the public higher education can not be extended in the short term scale. In view of the above reasons, private colleges came into being. Since the beginning of 1980 s, private colleges in Liaoning Province have been developing rapidly. This young power of education does not only offer a more diversified way for the higher education in Liaoning Province, but also make up the huge demand of higher education market that the public colleges and universities of Liaoning Province can not fill in. The private colleges directly promote the development of higher education in Liaoning Province.But at this stage, private colleges in Liaoning Province encountered a real problem: private colleges can not get enough funds through effective financing channels: unitary financing irrigation ditch, less government support, weak social donations, and bank loans difficult. If the financing problem can not be solved, the private colleges are no longer having the shot to improve their comprehensive strength of teaching and scientific research. In fact, they can not even survive through this challenge. And this is so not what the nation is expecting.Comparative analysis method, literature method and interview method are mainly used in this paper to organize, classify and analyze the data, and further research the data and construct the theoretical framework.This paper will analyze the present financing situation of Liaoning private colleges, research on the problems and reasons. Then through drawing lessons from the developed private colleges’ financing experience of United States and Japan, to inspire the financing channels of private colleges in Liaoning province.At last, this paper will explore the appropriate methods for the financing of private colleges in Liaoning province based on Professor Miantao Sun’s educational economy and administration theory and administration theory of educational activities. Based on this two theories, the appropriate methods shall be analysised in two levels: the school level and the government level. From the government level, the administration policy should be improved, laws and regulations should be published in time to adapt the current situation and the financial support should be increased. Form the school level, the scientific research and teaching quality should be improving, more financial irrigation ditch should be explored.
