Over the past thirty years of reform and opening up,our country's social economy develops rapidly.,and its comprehensive national strength is increasing day by day.This ultimately depends on the construction of knowledge-based talents.The quality and quantity of cultivating knowledge-based talents should meet the growth of economy.This is the inherent requirement of the high development of social economy.The construction of university counselors directly affects the level of education.A college counselor is a profession that requires all the energy to be put into work.Its main task is to take high moral values establishment and people cultivation.The counselors should be good at the three roles on the path of college students' growth.The three roles are political and ideological leader,the learning way guide,life development guide.The state council recently released the suggestions on further strengthening and improving the ideological work of colleges and universities under the new situation.From this we can see that higher and higher requirements for college counselors.It is pointed out that college counselors should play a more important role in educating people.It is necessary to grasp the ideological work of college students in all directions and create a new pattern of three-dimensional education for all-round.The independent college is the product of the high development of social economy and the deepening of reform in the history of education.It is also the emerging thing that education resource equalization and education capital investment diversification.Independent college plays an important role in popularizing higher education and alleviating the contradiction between education resource supply and demand.A number of academic scholars have explored the performance appraisal of the independent college counselors.Most studies just stay on the counselor performance evaluation related concepts defined,points out the testing requirements,evaluation content,evaluation scheme and relevant qualitative problem description,but failed to research the whole process of the construction of the evaluation system.The independent college has many problems in the performance appraisal system of the counselor team.Most independent colleges imitate the performance appraisal system ofprivate colleges and universities for performance evaluation of counselors.The index system is not yet perfect,the assessment way is not comprehensive,the examination content is not accurate,the examination mechanism is rigid and so on.As a result,the construction of the counselors' team is in trouble,and the phenomenon of high turnover rate and negative job burnout has seriously affected the healthy development of the independent college.This paper makes a survey on the characteristics of the counselors and the current situation of performance management in the independent college of A university.The effective information can be extracted by means of information access and discussion,and the questionnaire is distributed and recovered effectively.And the KPI method is used to set key performance indicators in this paper.Finally select the 360-degree assessment method for performance appraisal,performance evaluation,feedback and improvement.
