| The family planning policy has been implementedsince 1970 s in China, and it hasprogress in terms of population control. In the latter part of family planning, the elderly group whohave lost independence came into being. When the one child died because of natural disasters, disease, or the accident, the family will lose the stable structure, leaving only a pair of elderly parents. We call this group as the "lost independence for the elderly." With the development of society, the number of the elderly population who have lost independence has increased gradually.Now in our country there are already one million families with elderly-lost single child, and it increases very fast, which means that in the coming decades, it will produce nearly ten million elderly-lost single child in China.According to the statistics, the number of elderly-lost single child in Liaoning Province has been 35,000,ranking second in China. Among them most belong to the families with the single child dead. The number of elderly-lost single child in Shenyang City is9063, including 6407 people in town and 2625 people in rural areas, which is the most in Liaoning province. Taking Shenyang as an example, the paper firstly collected and analyzed relevant literatureson welfare policy of the elderly-lost single child Secondly, social welfare policy about the elderly-lost single childexisting in Shenyang City has been introduced. The existing policies have been read from four angles, such as the economic life of the security, the social care services, the social health care, and the social care. And this paper interviews the awareness and evaluationof lost alone the old man independence for the elderly policy with semi-structured interviews. Through analysis, it is found that there are a lot of problems,such as the security policy in economic life is imperfect, to promote the implementation of pension services is difficult, health insurance policy services is inadequate, and social care policies are not in place to implement. On the basis of analysis of problems, there are four reasons as follows, the economic dynamic adjustment mechanism is immature, subject to the constraints of traditional concept of retirement, social health insurance is in chaos and grass-roots government execution is not strong. Finally, some suggestions are made such as the government should increase the economic strength of living allowance, improve the social old-age service system, improve the medical insurance system, improve the social care policy recommendations. |
