Research On The Balanced Development Problem Of Compulsory Education In Urban And Rural County

Education is the cornerstone of the development of human society, and the balanced development of education reflects the fairness of the right to education. As a basis for the development of education, compulsory education is an important stage to improve the people’s quality, ensure the people enjoying the equal right to education.Balanced development of compulsory education has great significance for implementation of urban and rural education fair,narrowing the gap between urban and rural,promoting the coordinated development of urban and rural compulsory education,and building a harmonious society.With the method of case analysis,literature analysis,empirical analysis and investigation,the article here make a in-depth analysis of the present situation, problems and countermeasures of balanced development of compulsory education in urban and rural areas in C county of Hunan province. The article is divided into five parts:First of all, make a summary about background and significance of research on the balanced development of compulsory education in urban and rural areas, as well as the research status of urban and rural compulsory education made by experts and scholars at home and abroad.Second, make an illustration of the necessity and urgency of balanced development of compulsory education in urban and rural areas from the related concepts and theoretical basis etc.Third, make a survey and analysis of current situation of the compulsory education development in C County. Focus on describing the economic and social development of county C in Hunan Province, the historical review and current situation of compulsory education development. From aspects like school conditions, student source,teacher allocation and educational appropriations, we can see the non-balanced development of compulsory education in urban and rural areas within the County.Fourth, described four kinds performances of non-balanced development of compulsory education in C County, and four performances and analyze the reasons.Finally, according to the situation of compulsory education unbalanced development of C county,put forward suggestions of promoting the balanced development of compulsory education in urban and rural areas in County. Main countermeasures are:coordinating urban and rural development, focusing on the development of rural education; establishing a sound mechanism for balanced development of compulsory education laws,improving the urban and rural school conditions,enhancing the overall quality of rural teachers; improving the treatment of rural teachers, stabilizing the contingent of teachers in rural areas; overall managing the compulsory education teaching in urban and rural areas,promoting the high quality development of education.
