Vocational elementary education is an very important part of generalized occupation education that can be realized as an initial stage of vocational education. The basic connotation is that students are given purposeful, organized and planned quality education including vocational knowledge, vocational skill training and basic vocational attitudes and so on at the elementary education stage.Vocational elementary education is of great significance to the students’future survival and development, which is implemented no only by national unified arrangement but also by schools with varied explorations.In school education situation, it’s because of vocational elementary training to students making itself have distinct elements of quality education. Meanwhile, vocational elementary education itself has become an effective way to carry out quality education. In view of many reasons, the practice of vocational elementary education is not optimistic. It can be marginalized under the squeeze of cultural courses and entrance examination. However, vocational elementary education is still surviving and developing in the disadvantages. To a certain extent, the cases in Qi Baishi Middle School of Xiangtan County prove it.Since the establishment of People’s Republic of China, vocational elementary education has gone through a long process of development. On the whole, it can be divided into four stages-the stage of production and labor, the stage of labor and technology education, the stage of the new curriculum reform of comprehensive practice and activities and the stage of diversity, between which there is some kind of consistency and heritage. Each stage has its own characteristics and limitations, and the stages of conversion and alternation have a complex internal and external reasons.The future development of Chinese vocational elementary education needs to do more to break and transit, such as it should be focused on from the edge of school education, it should change the classroom-centered form into a wide range of social practice, it should be regulated not by backward system but by institutionalized and standardized one, it should be systematic and explicit but not fractional and related. In fact, the evidence of this transformation can be found in practice.Chinese vocational elementary education undertakes the important mission of the times, such as promoting lifelong education, enriching the connotation of basic education and solving the realistic problems,etc. In the process of achieving these missions, the vocational elementary education will have new development and transcendence, at the same time it also brings new opportunities for the research of vocational education.
