Education is the cornerstone of building a harmonious socialist society, which is closely related to country’s long-term stability, future and destiny. In modernizing course, if we want to structure a harmonious socialist society, we must focus on educational fairness and social equity. With uninterrupted development of society and expanding of higher education enrollment scale, people are transforming their attention from "studies in university" to " study in which university ". Running after high-level, high tone, high mass education is becoming everybody’s target. Higher education must premised on self’s fairness if it want to promote social equity, especially the fairness of quota allocation in different areas. If colleges and universities’ quota allocation in different areas is unfair, its social equity function has no way to play, even leading to regeneration of unfairness of society, which will endangers society’s harmony and stability. Subordinate Universities of Ministry of Education have already become entire the focus point, especially the problem of its quota allocation in different areas. In recent years, the Ministry of Education and relevant departments has issued a series of laws and regulations in order to promote the fairness of universities’ quota allocation in different areas. They are striving to improve the fairness of enrollment distribution, promoting universities directly under the Ministry of Education to achieve equitable enrollment allocation.Under that background, the writer statisticed by the fact of planned enrollment assignment of 75 Subordinate Universities of Ministry of Education in 2014, explores its planned enrollment allocation figure in different areas. Compared with 2006 admissions situation respectively, the writer used index analysis method such as absolute index, relative index and the tendency of localization in three dimensions. Subordinate Universities of Ministry of Education’s planned enrollment figure assignment is unfair. Don’t admit gazing for a short time even though the dependency-rization phenomenon takes a turn for the better to some extent. To solve these problems, I analyze the reasons from the layout of universities, running by the local authorities, basic education development level, policy preferences four aspects and put forward "four principles" and "six criteria" which should be adhered of the distribution of student enrollment in colleges and universities directly under the ministry of education. Four principles: the principle of stability, fair and regional tests of fairness, the principle of diversification of students, progressive and feasibility principle. Six criteria: population, number of candidates, the number of colleges and universities directly under the ministry of education, basic education development level, the number of student enrollment number of year of launch, supportive policies. And the above-mentioned principles and standards, based on the index system for further education colleges and universities directly under the Ministry enrollment allocation. The index of students, government targets, indicators as school-level indicators, each indicator has a thinning out of four secondary indicators as the number of seats allocated university specific indicators to ensure the feasibility of college enrollment quota allocation system scientifically. Finally, based on the status quota under the Ministry of Education College enrollment distribution, combined with the index system of the above practical recommendations and countermeasures. The writer submitted conscientiously feasible suggestions and countermeasures on available basis.
