Education is a crucial project for a country. The development of compulsory education has madegratifying achievements since it reforms and develops so far, but shortage of resources, inadequateinvestment, irrational structure still exists, in which unbalanced development of compulsory educationis particularly prominent, affects the improvement of education quality and all-round development ofstudents. Since2009, with the vigorous promotion of " compulsory education standardizationconstruction", Compulsory education investment in Ningde City has a rapid growth, schoolenvironment, teaching conditions, and qualities of teaching staff has been greatly improved. ButNingde is economically underdeveloped, educational development is lagging behind. Affected byeconomy, institution and geography and other factors, unbalanced resources allocation of compulsoryeducation is rather prominent in Ningde City,. The gap between urban cities and rural towns isparticularly evident, which, to some extent, hinders the realization of educational equity, and causesadverse effect on utilization of compulsory educational resources.This paper takes resources allocation of compulsory education in Ningde City as the subject ofthe study, and adopts literature review, comparison, and survey during the research. Data statistics ofresources allocation of compulsory education in Ningde City in recent years have been conductedbased on theories such as education equity theory and public goods theory. Survey-based studyexplores resources allocation by detailed comparative analysis of educational funds investment,teaching staff allocation and teaching facilities configuration from aspects of financial, material andhuman resources. It summarizes and analyzes the causes of problems from different regional economiclevels, undeveloped country economy, inadequate educational investment, faults of educationaldevelopment strategies, lack of educational management system, and deviation of educationdevelopment concepts; and then presents corresponding measures from balanced development ofcountry economy, increase of compulsory educational funding, improvement of educationalmanagement system and policies, optimization of teaching staff, and improvement of educationalsupervision and management. It is expected to be scientific reference for changing the resources allocation of compulsory education in Ningde City.
