The allocation of social resources can have a direct impact on social equity and equality of citizens,and scientific and rational allocation of educational resources can consolidate the cornerstone of education equity and social justice.Optimal allocation of educational resources,and gradually improve the stage of compulsory education in a region within the school layout,facilities and faculty resources balance and efficiency,embodies the education service inclusive public is the connotation of the balanced development of education.The theoretical research on the balanced development of education in China began in the early 1990 s.In recent years,China has made gratifying achievements in accelerating the reform of the educational system and promoting the balanced development of compulsory education.However,because of the history,concept,system and other reasons,the development of compulsory education in the region and between urban and rural areas,there are still differences between schools,especially the district(county)within the domain of educational resources imbalance is particularly prominent.Balanced synchronous steady development,the quantity and quality is the core task of compulsory education development,accelerate the construction of modern schools,improve teaching quality,promote social fairness has become the urgent need to solve the problem of local government.Based on the practice of promoting the balanced development of compulsory education in Panlong district.Firstly,through literature research,collect and collate the relevant theories of scholars at home and abroad,to Panlong District optimal allocation of educational resources and scientific adjustment of education planning theory platform;secondly,to take the field view,interviews and other research methods,collect views,grasp the first-hand information on the Panlong District in recent years,the implementation of the integration of educational resources teachers' training and management service innovation practice analysis,causes to find problems and summarize the success,and the result of the problem;finally,adopt the method of combining the comparison and analysis,using the basic theory of fairness and efficiency theory,public policy and public administration,combined with the actual put forward countermeasures and suggestions for improvement.At the same time,as the author in Panlong District of an ordinary educators and participants in the education management work has accumulated some knowledge and experience,to promote the development of compulsory education through a case study of Panlong District,summarize and expand the connotation,and then puts forward some method of optimal allocation of educational resources for the County to meet the situation,Panlong District even is to provide useful ideas,experiences and ways of urban counties in my country province for the implementation of the comprehensive reform of education,district(county)domain of basic compulsory education balanced development as a little bit.
