Under the current background, the supply-side reform is the key topic of society in general mentioned, requires companies to provide high-quality products, education to input more excellent talents for the society. Thus, the field of education also need to supply-side reforms. How to ensure the high quality of teachers, to improve the income and economic status of primary and secondary school teachers, no doubt this is the key to solve the above problem. At the end of 2008, the State Council made the decision to adopt performance pay system for the national compulsory school teachers, from the beginning of 2009 formally implemented. The move caused widespread concern and discussion of society, the implementation of performance pay system in primary and secondary schools are the first to move to deepen the institution distribution system, as well as the implementation of the education reform innovations. From the State Department, Ministry of Education issued the relevant documents can be seen, the pay system reform was meant by adjusting the salary structure, to improve primary and secondary school teachers of pay income, to establish and perfect the teachers’ motivation mechanism, to improve the quality of school education, to further implement the education fair to promote balanced development by the manner of performance management to promote education reform. So far, the performance pay system in the implementation of compulsory education has been for eight years, the overall increase the teachers’ economic income; improve the teachers’ social status. But the new salary system of motivation target was not fully realized; to teacher’s motivation effect was not significant, showed a trend of weaker. It can be said, from the design of the system to arrange the implementation of the different actors to take a different approach and strategy to be its "interpretation" and "operation", resulting in the implementation of this system and the effect of deviations from the pursuit of goals. In the survey of primary schools, ideal guide that performance pay motivates teachers did not fully play out, the motivation effect is weak.In this paper, using literature method, questionnaire survey method and interview method were studied. The full text is divided into five parts. The first part expounds the questions of the origin, research purpose and meaning, in the domestic and foreign related literature about performance pay system and teachers’ motivation is summarized on the basis of the performance pay and motivation for define the core concepts related to teachers. The second part is the compulsory education teacher performance pay system. After learning system under the premise of the implementation of the background and related content, in-depth analysis system contains incentive oriented. The third part is to investigate performance pay system for primary school teachers’ motivation situation. Preparation of questionnaire, and collected questionnaires back binding primary school teachers practical problems for statistical analysis.Objective questionnaire design lies in broading survey of primary school teachers for performance pay system known, evaluation of teacher performance pay system in practice in primary as well as the system of primary school teachers in motivation, but to interview and explore the depth of the system implementation process the main problems that exist. The fourth part, according to the investigation of the problems found in the performance pay system is analyzed, the reason for the primary school teachers’ weak motivation include: system design to ignore the function of ontology; Giving priority to with county under the management mode of "beneficiary’s absence" serious; Performance salary allocation scheme the divergence of its orientation; The outer system implementation and the inner psychological appeal to imbalances. The fifth part from the optimization of system design, change management way, clear motivation orientation, attaches great importance to the psychological construction and satisfying the multidimensional need based on performance pay system of primary school teachers motivation strategy.
