Drict’s kindergarten is a kind of kindergarten,which is synchronized designed, constructed, deliveried and used with the residential area in accordance with relevant policies and regulations, it offers nursery care and education to the children aged from 3 to 6. It can be separated into two types, constructions into the residential area and constructions into other places that out of the residential area. As the external environmental supporting system of the drict’s kindergarten, government provides supports of policy, funding, personnel, infrastructure and other aspects by using the public authority. Therefore, it has a close relation with the sound development of drict’s kindergarten. So it is necessary to research the status of government’supports to drict’s kindergarten to improve the government’s support system.In this study,12 policy papers were respectively selected four capital cities from eastern, central, western and analyzed with the way of content analysis, in order to understand the governments support status of different regions. Then focuse on the central city Wuhan and select three districts at random, by using the method of interview to district government officials and principals, so that understand the status quo of government’ support to drict’s kindergarten. What’s more, one principal, ten kindergarten teachers and ten parents of young children were selected from the three districts respectively, by using the methods of interview and questionnaire to explore the effects of government support from the perspective of principal, kindergarten teachers, parents, to analyze the problems and to suggest improvements.Firstly, investigating the theoretical foundation and necessity of government’s supports to the drict’s kindergarten, the theoretical basises include theory of child welfare and cost sharing theory. The need for government support is to protect children’s right to be educated, to meet the needs of national education policy, to meet the needs of pre-school development and solve the problems of drict’s kindergarten, to meet the need to strengthen the government’s public service capacity.Secondly, analyzing the status quo of eastern, central and western government’ support to drict’s kindergarten, the conclusion includes that the difference of the time of the policies were enforced, different division of developmental stages and difference of main responsibility of the government and policy measures. The effects of government supports are highest in eastern city, next is central and western regions are lowest. As for Wuhan City, government’supports to drict’s kindergarten include policy, personnel, funding, infrastructure and so on.What’s more, exploring the effect of government’ supports from the perspective of the principals, kindergarten teachers, parents of young children. Among them, the principals’investigations are mainly from the kinderten’s infrastructure, teachers, teaching. Kindergarten teachers’ investigations are from the infrastructure, education, treatment. Parents’investigations are from the infrastructure, quality of teachers, the education and charges. In conclusion, there are some significant differences, lack of support, and relatively single ways to support and most support efficiency is not high.Finally, the improvement measures are conducted to improve the government’s support system. Including the establishment of relative policies and regulations, strengthening control and guarantee mechanisms of policies implementation to improve the policy support system, overall planning and layout should strictly implement the policy of regulatory requirements, meeting the public demands for different levels of kindergarten, refined the objects and varied ways of funding support to regulate the funding system, improving teachers’ salary and guide teachers’ professional development in order to keep the quality of kindergarten teachers, strengthening education guidance and implement dynamic regulatory mechanism to enhance the quality of the kindergarten.
