Since the Ministry of education proposed about curriculum reform to deepen the implementation of the fundamental task and strengthen morality education promulgated in the March 2014, student literacy core system research has become a hot spot. Throughout the research results, the research results of geography core literacy system model in high school are few, geography is one of the indispensable subjects to cultivate students’ core competence system, and the high school is the key to learning the geography science and culture knowledge and the acquisition of the core literacy system. The research on the construction of the core literacy system model in senior middle school can provide reference for the implementation of the core literacy system in the high school geography, and provide reference for the later scholars to study the cultivation of the core competence system of geography discipline.Firstly, this article sorts out the research process of core literacy system and its implementation in the geography through literature analysis. Secondly, the theoretical framework and basic elements of the construction of the core literacy system in senior high school are analyzed through research methods, such as teacher interview, questionnaire survey and Delphi, etc. Finally, constructing the high school geography core literacy system model used of induction and statistics, Delphi method, combination of qualitative and quantitative. Throughout the writing process, it includes the introduction, geographic literacy core system overview, high school geography literacy core system model was constructed to explore the, geographical core literacy system model elements present situation investigation and analysis of senior high school students, high school geography literacy core system model is constructed, conclusions and Prospect of six parts.In this paper, the results of the research on the core literacy system were sorted out, including the characteristics of the core literacy, elements of the selection principle, the connotation of the system, the model construction basis. Core competence system is the subject of core literacy system, and it is the embodiment of the core literacy system. In this paper, it has been put into the geography discipline on the basis of combing the research results of the core literacy system. By using the questionnaire method, the interview method and the literature survey, the current situation of the core quality factors of geographical subjects was investigated, and then it integrates them according to the content and level of the four core elements of the revised curriculum standards in senior high school geography curriculum standards. It is found that the four core elements of the revised curriculum standards of senior high school are not enough in the model construction of this paper. So, in this paper, we put forward fifth key factors of geographical core qualities:Space Perspective, and expounds the connotation of the five core elements of geography. Then, the high school geography core literacy system model was constructed.The model consists of three major index systems, the first level indicators are the five core elements of the core elements of Geography, and the second level indicators are the specific composition of the first class, and the third level indicator are the specific operation of the two level indicators. In the three level index system, the first level indicators are relatively superior, and the third level of indicators have direct guiding significance to teaching. This paper makes a case study of instructional design based on the operation of the three indicators, in order to realize the geographic core literacy system model, the practical guiding significance of first-line daily geography teaching is provided.
