Hybrid Training as an important way on In-service Teacher Education, has been used very widely in the field of teacher training. From the perspective of Third Party Monitoring Institution, to explore the indicators design and application of quality monitoring onhybrid training program for teachers. This is quite siginificant to evaluate the value of hybrid teacher training program, to urge teacher training institution to design and develop more effective project, to improve the quality of blended training project for teacher, and to rich the study of teacher training quality management.This study combine the learining from the practice of quality monitoring on teacher training project of foreign countries and the theory of Blended Learning, Training Evaluation, Project Management. The research from the perspective of design and execution process of teacher training project to construct the monitoring points of blended teacher training program with Training Needs, Training Programme Training Environment, Training Courses, Training Process and Training results.Based on the research of monitoring points. The study combine the policy of Teacher Training Quality Management, the problems of teacher training and the principles of evaluation indicator constructed. We built the Quality Monitoring Indicators on Teacher Blended Training Project To improve the quality monitoring indicators on Teacher Blended Training Program of scientific and rational, we invited a number of experts to revise the monitoring indicators. After collecting, sorting and feedback of expert opinion, we improve the design. And for determine which monitoring points and monitoring Indicators in monitoring Indicators system of relatrve importance, this study adopts The Analytic Hierarchichy Process to determine the weight coefficients of them. In considering of the data are easily obtaind and operated The study identified the subjects of every indicators, and provided an assessment tools for The Third Partment of training quality monitor for teacher.In order to verify the tools of quality monitoring on Blended Teacher Training Program maneuverability, to explore the using method of the tools. We select aTeacher Training Agency, and take The Primary and Secondary School Teacher Information Technology Application Ability Training in Zhejiang Province in the second half of 2015 as the object of evaluation practice. Thro ugh this practice, we revise and improve the design of the monitoring indicators again, and eventually fininshthe monitoring tools of Blended Teacher Training, which centered onthe Quality Monitoring Indicators of Blended Teacher Training Project forTeac her.This study not only enrich the theory research of Blended Training, but also provide fair reference and guidance for the department of teacher training quality monitoring.
