With the development of knowledge economy, human society has entered a new era. The emerging of knowledge economy is a silent revolution which is changing the lifestyle and production methods of human society and people’s values and concepts. Therefore, the future society puts forward new requirements for the development of people which mainly preform the fundamental, developmental and innovative unity; the unity of technology and human attainment; the unity of intellectual and non-intellectual factors. This requires us to learn to adjust and control by ourselves, have the ability to orient and evaluate ourselves, acknowledge the society and other people and learn to cooperate and communicate in an even better fashion.Education shoulders the task of training talents who are suitable for social development.In this way, the developmental student evaluation is a prospective concept which focuses on the need of future social development for talents. New curriculum which advocates three dimensional goals of knowledge and skills, process and method, emotional attitudes and values, proposes evaluating students synthetically in all aspects. Evaluation helps students grasp fundamental knowledge and skills needed in the future society and trains the students’ability to adapt to the society. At the same time, pay attention to the learning process and understand the students’learning interest and learning state deeply and timely, thus to provide targeted advice for the all-round development of students and give play to the function of evaluation in promoting students’ development. Evaluation helps students establish lofty social ideal and positive and healthy aesthetic temperament and interest, helps students form a certain ability of critical reflection and learn to know themselves and others, and give themselves a accurate positioning, thus promotes students to adapt to social development in a better way.This paper puts forward developmental evaluation in the process of inquiry learning changing the traditional knowledge indoctrination situation and promoting the students development and growth in the process of inquiry learning by evaluating students from various angles. Firstly the paper briefly elaborates the research background, domestic and foreign research status, the purpose and significance of the research and the contents and methods. Secondly the paper systematically introduces the cognition of developmental evaluation as well as its main theoretical foundation to uncover the veil of the developmental evaluation. Thirdly overview the inquiry learning and understand its connotation, evaluation subject, evaluation process as well as the evaluation method. Then begin to construct the developmental evaluation mode of inquiry learning from choosing topics and dividing groups stage, implementation stage, concluding stage and reporting and communicating stage respectively.In empirical research, it applies the mode in the course of VFP program design. It picks out students from administrative major 1401 class in YangZhou university for one month of practice. Sorts out the overall performance in the way of quantities and do qualitative analysis. Finally, make a summary on the topic, reflect on the deficiency of research and prospect for the future.Considering the inquiry learning is a kind of cooperative learning which achieve a certain goal by mutual division, cooperation and communication, therefore, coming up with group evaluation in the process of evaluation is meant to cause the attention of teachers and students instead of only evaluating students, so as to improve the students’ consciousness of cooperation and realize the importance of cooperation.Making developmental evaluation in the process of inquiry learning not only can realize the comprehensive development and personality development of students but also is conducive to change the traditional evaluation idea and make the evaluation exert its potential function.
