Bai Pumi Autonomous County of Lanping is Yunnan’s famous resource-based city, is also China’s only Pumi Autonomous county. The domestic non-ferrous mineral resources are abundant and widely distributed, the county economy depends on this. From ancient to the present, the functional orientation of the Lanping from resources to defense to economy to ecological undergoing continuous change, the corresponding national policy on regional development produced a significant intervention effect. In recent years, under the dual pressures of national development way transformation and international metal market volatility, Lanping putting mining without permission into the small mine on more efforts to govern and expanding the scope persistently,until includ Maidipo which is a Pumi village. In July 2014, Tyding mine in Medipo had been forced to be close, which made an rapid and profound influence on the development of this village.Pumi experienced several migration before living at Lanping, the identity of the "outsiders" prompted them to adopt to the local environment to develop farming and animal husbandry livelihoods proactively,use the development strategy of being closer to the mainstream culture and strengthen ethnic unity. They make natural resources using effective transfer to the accumulation of social resources, that train some ethnic elits to voice for them, at the same time, the social resource is used in natural resources as a major capital. In mining, they used close social relations network to resist foreign capital strength, using the "ceremony of sacrificing hole" to strengthening the position of local, produced "agent system " through the game, which provides a stable mechanism for the benefit sharing and dispute settlement.Mining without permission into the mine changed the Medipo Pumi people’s traditional livelihood and ecological concept, resulting in the change of the consumption and the environmental protection behavior, eventually cause social and ecological comprehensive transformation. In this process, putting the individual, enterprise, investment and all levels of government in the same field to study, can find the complex interaction in the various parts of the social structure and their behavior diversity. State power through the closure of mines to unify the order of development, but the villagers will regard countries as a kind of resources, and share development with the state through interacting with the governments. Currently, in the key time of development transformation, when we make the study and reflection of development, we need to fully understand the mechanism of change and observe the actual circumstances in depth.
