Embeddedness Dilemma Of Social Work Practice

As a kind of "foreign good", social work is developing into mature gradually, among which government purchase of social service is the important power for promoting specialized development. However, since social work is the foreign object generated in western social culture, there are still many problems and obstacles when embedding it into Chinese original social system. For example, in social background, the masses and government officials’cognition of specialized social work is insufficient and their recognition degree is lower; with respect to service content, its service concept conflicts with service units’, which often sends it into ethic dilemma. Moreover, the problems such as numerous and complicated administrative system as well as report procedure also exist. These problems will affect the service effect and quality of social work; meanwhile, the reason for generating these problems actually is closely related to ethical dilemma. Social work ethic value is the soul of social work, understand and master the ethical dilemma of social work practice is crucial.How to distinguish the problem and solve these problems rationally is the focus of this paper.Based on the pilot social work of W municipal government, and combining with embeddedness related theory, this thesis discussed about the practical dilemma encountered by specialized social work under the traditional government operation mode in mainland China, and raised some suggestions from the perspective of internship social work. The introduction of development status of domestic and overseas government purchase of social work service reflected the implementation dilemma of social work in China. Meanwhile, by relating to the government social work experience of C District Management Committee in W city, this thesis intuitively described the practical development condition and dilemma in practice encountered by government purchase of social work service in mainland China. After the in-depth analysis of embeddedness theory, it combined government social work with the frame of embeddedness theory so as to trigger the reflection on ethic dilemma. Due to the specialty of the field domain of government, it proposed some effective measures for solving practice dilemma pointedly with the expectation to explore a development path of government social work that is suitable for Chinese national condition.
