National primary and secondary school and a kindergarten teacher qualification examination since the national examination, in the idea of examination, the examination subjects, examination questions, examination key, value proportion are changed. The effectiveness of the reform, we need an effective evaluation method to evaluate the test. If the level of consistency between teacher qualification exam questions and corresponding syllabus differ greatly, which will lead to teacher qualification examination papers in terms of validity and reliability, and is not very optimistic, then the candidates just simple to test and examination, will in the form of mechanical training to improve to improve performance in order to have more sure of passing the exam, but this approach will inevitably lead to the schools and kindergarten teachers’ qualification examination and advocated by the "quality education" drifting further and further away. Therefore, measuring teacher qualification examination questions and the teacher qualification examination syllabus for a degree of consistency, to enhance both the consistency is not only the teacher qualification certificate examination, even for the field of chemistry education, will be a significant research.Combined with my professional studies, this study selected the chemistry knowledge and teaching ability, examination (2015, half year and the second half of) syllabus and as the research object, using SEC analysis method and analytic hierarchy process (AHP) from different angles of questions and syllabus code. After consistency of both analysis and thus draw the relevant conclusions and recommendations.This research will be launched from five parts:Part I:introduction. I separately from the question, the domestic and foreign research present situation, the research content and the method, the mentality and the step, the goal and the significance and the related concept to define seven small parts to carry on the elaboration.The second part:theoretical basis. This paper mainly introduces three kinds of consistency analysis model and Bloom’s taxonomy of educational objectives.The third and four parts respectively were analyzed by SEC analysis method and the consistency of the analytic hierarchy process to test and test the.The fifth part:conclusion and suggestion. According to the collected data to analyze the consistency of the situation, and from the teacher qualification certificate examination and the professional development of normal university students for reference.The final conclusion of this study is that:1. According to porter consistency coefficient and the P value of 95%level reference value gap between two sets of test paper and examination outline of a category is not statistically significant consistency. Conclusion this method is only from the numerical judgment, on whether the quality of the papers we need to make a comprehensive judgment from several aspects.2. According to the hierarchy analysis method, calculate the two sets of test paper test coverage rate of 90.3%and 87.1%respectively, two sets of test questions and examination outline consistency condition is good. But the test coverage is one of the reference data, not absolute shows consistency test and exam outline.3. According to the average score statistics, first half of 2015 papers in the subject knowledge using, teaching design, teaching implementation, teaching evaluation and syllabus required proportion, respectively, a difference of+19%,5%,16%,2%; 2015 in the second half of the papers in the subject knowledge use, teaching design, teaching implementation, teaching evaluation and syllabus required proportion, respectively, a difference of 15%,5%and 3%,3%. "Knowledge use accounts for the proportion in the two papers are much higher than the proportion of syllabus requirements, the reason is examine the ability of the other three aspects are related to the knowledge of chemistry, so a high proportion are understandable.4. Through the analysis of the syllabus, we found that the syllabus in some dimensions did not relate to, the integrity of this description of the syllabus is still to be improved, so the syllabus establishment need in the next round rich content of the syllabus, and truly realize the examination of various ability of candidates.5. According to the questionnaire filled, normal school students and non normal students attitude of teachers’ qualification certificate examination, scientific literacy of the teachers understand and the core content of the understanding, question difficult to views on the degree of difficulty are different, it is worth educators to think. In the paper the improvement, candidates also put forward some own views and opinions, the topic can be an appropriate reference opinions.Two analysis methods used in this study for the evaluation of teacher qualification certificate examination questions provide a good evaluation tools and analysis model, other researchers can also on other subjects, other years papers and corresponding syllabus analysis and research space is still very large.
