With the fourth plenary session of the eighteenth of the meeting, the rule of law once again becomes the focus of much attention, while how to build a country under the rule of law and cultivate citizens’ consciousness of rule of law also become a problem to solve. High school students are the hope of the future in a country, so their consciousness of rule of law status quo is not only about personal development, but also for the development of education. Therefore, the high school students consciousness of the rule of law, which is the problem of every educator, especially high school politics teachers should be focused on.As a kind of consciousness of rule of law, it comes from people’s attitude towards the rule of law and view. The proposed rule of law and the rule of law have a big difference; therefore, we must distinguish the differences. For the deep understanding of the rule of law, we can obtain more clear understanding of the connotation of the rule of law consciousness. The rule of law consciousness mainly includes three levels:the power and responsibility consciousness, rules consciousness, and constitutional supremacy of consciousness. Each level contains several aspects. Responsibility consciousness includes law-abiding consciousness, the consciousness and democratic participation consciousness. Rules consciousness includes law supreme consciousness, program priority consciousness and self-discipline consciousness. Constitutional supremacy of consciousness includes the people’s sovereignty consciousness, the people’s supreme consciousness and the balance of power consciousness Due to the high school student’s life experience and cognitive level is limited, what we should have in high school is to focus on the cultivation of the consciousness of the rule of law.According to the connotation of the rule of law consciousness, and combined with the characteristics of contemporary high school students, the survey found that the state of the rule of law awareness of contemporary high school still has many deficiencies and need to improve, of course, there are good aspects of cognitive status. In general, rule consciousness of high school students is better, especially in self-discipline consciousness, while citizen consciousness and the constitutionalism consciousness is relatively weak. In many cognitive unclear or disconnection of cognition and action conditions, three aspects school, society and family are required to take efforts to help them continue to improve the current situation.According to the students, the existing problems have to be solved from the level of school because of the high school influence to students, complemented by the infection of family and social atmosphere. Overall, creating a good law environment for highschool students will certainly produce positive effect on the consciousness of rule of law.
