The core quality of high school ideological and political subject is the latest theoretical achievement of the new curriculum reform.Among them,as one of the important links of the core quality of ideological and political disciplines,"the consciousness of rule of law" is the inevitable choice of the rule of law in an all-round way and the inevitable requirement of the healthy growth of students.The "Politics and the Rule of Law" module is the only module that systematically covers the educational content of the rule of law in the compulsory teaching materials of high school ideological and political courses.In view of the fact that the module textbook has just been published,it has not been widely used in the actual high school ideological and political education teaching,this paper conducts a questionnaire survey and analysis of the basic situation of the training of the four constituent elements of the current high school students' "rule of law consciousness",explores the reasons behind the present situation according to the data,and collates the coping strategies in order to hope for the future "politics and the rule of law" The teaching practice of the module provides concrete and feasible implementation suggestions.This article is divided into four parts,summarized below:The first part mainly expounds the connotation and significance of the "Politics and the Rule of Law" module to cultivate students' "rule of law consciousness" literacy.According to the 2017 edition of the Standard of Ideological and Political Curriculum of Ordinary High School,this paper holds that the "rule of law consciousness" literacy is mainly embodied in the cultivation of rational cognition and emotional identity,which covers the four main elements of legal authority consciousness,procedural and rule consciousness,rights and obligations consciousness,equality and justice consciousness.Cultivating students' "rule of law consciousness" literacy in the "Politics and rule of law"module is of great significance to the promotion of the implementation of curriculum objectives and curriculum standards,the integration of various educational stages,the formation of the rule of law lifestyle and habits in society,the promotion of the process of ruling the country by law and the construction of democratic rule of law.The second part,combining with the new curriculum standards,systematically analyzes the educational content of the rule of law covered by the "Politics and the Rule of Law" module,and clearly lists the elements of the rule of law consciousness in the three units of "Party Leadership","People's Ownership" and "Rule of Law" in the form of a table,which provides a theoretical basis for future teaching practice.The third part is based on the questionnaire survey of the students in the first and second high school in Wuhan High School,and analyzes the main problems existing in the cultivation of the rule of law consciousness of high school students at present,that is,the lack of understanding of the importance of the Constitution and the law,the lack of in-depth understanding of the Constitution,the lack of awareness and initiative of law-abiding and compliance,the specific content of rights and obligations,The boundaries and relationships are not clear,there is a lack of awareness of fulfilling obligations,and it is difficult to be fair and just in legal matters related to self-interest.And the causes behind the problem are summarized.First,teachers' educational attitude is not positive,teaching methods are single,secondly,the content of teaching materials is not timely,curriculum resources lag behind,and then,the evaluation standard system is not perfect,the evaluation credibility is not enough,and finally,the educational influence of all parties is not unified,the educational effect is limited.The fourth part is the part of this paper,according to the requirements of the new curriculum,"politics and the rule of law" module design ideas and the current high school students rule of law awareness training status quo and its causes,organize and summarize the future "politics and rule of law" module on how to scientifically and effectively train students "rule of law consciousness" literacy implementation strategy.It is mainly embodied in the following five aspects:First,optimize teachers,strengthen the pre-service and post-service training of teachers in high school ideological and political courses,as well as the self-development and perfection of teachers,so that teachers really attach importance to the rule of law education.Second,to develop resources,based on the "Politics and the rule of law" module teaching materials research at the same time to develop a richer comprehensive rule of law resources,so that the national local schools are unified,theory and practice fit,online and offline cooperation.Third,preferably the teaching method,with active topic-based teaching as the benchmark,comprehensive application of case teaching methods,situational teaching methods and inquiry teaching methods,enhance students'thinking under the rule of law,and promote the personalized development of students.Fourth,improve the evaluation,combine the summary evaluation with the formative evaluation,give full play to the guiding role of the college entrance examination questions for students' awareness of the rule of law and the role of regulation and control of daily curriculum learning.Fifth,the unified impact,society,schools,families and students themselves need to fully cooperate with the ideological and political classroom of the rule of law education work,and jointly promote students" sense of the rule of law" literacy.
