The Research Of Developmental Students’ Funding System Of Cangzhou Medical College

When we review the brilliant achievement of China in the past 30 years, we could find out that talent and talent cultivation were playing very significant roles. During this period, the government actively develop and popularize the college education, in order to meet the increasing market demand of talents. College education has changed from elite education to almost the whole people education, which improve the overall quality of the population of China. A large amount of high quality talents, has promoted the fast development of economy. However, the policy that intended to realize equity of education and rational allocation of social resources, has been impacted by the remarkable inequality of different regions of China and engender the phenomenon of dropout due to poverty. College student aid would not only impact finishing school of college students, but also impact the future development of national college education as well as equity and progress of society.As always, although the government has continuously improved the policy, scope and force of aid, and many colleges has also focused on building up complete student aid system with high efficiency, however, there are still a lot of problems to be solved such as low degree of participation of social identity, lag between government policy and practical work in the college, incomplete evaluation criteria for aid, less diversity and lack of flexibility in the form of aid, lack of planning for aid in the long run, etc. How to build up more perfect college student aid system to match the government policy, more smoothly, efficiently and meaningfully carry out work, has became a common issue focused by both the management and student education workers of many colleges.Based on a large amount of research literatures about student education, college student aid system construction, etc, the paper made analysis on the problems of the current national student aid policies and the traditional student aid system construction in the colleges, and then brought forward the idea of building up developmental student aid system based on the combination of the knowledge of public administration, human resource management as and the practical working experience, and then discuss its feasibility as well. In the end, the paper took Cangzhou Medical College for example, brought forward a suitable reform scenario for student aid system construction, that is, carried out from many aspects including the mechanism of operation and management, education and guidance, project supporting, examination and evaluation, in order to build up a highly-planned and sustainable developmental student aid system with overall quality improvement and capability cultivation of medical students as the core, with Teach to Fish as principle, with social human resource construction as target, to realize the cooperation and mutual benefits of colleges, society and individuals, in the hope to provide useful reference and theoretical guidance in practice.
