Cangzhou senior medical school ("CSMS") is the only senior medical school inthe east of Hebei province and provide a great deal of qualified graduates of healthcare for Cangzhou refion. Deparment of Education approved to rebuild Cangzhoumedical school of Hebei province into Cangzhou senior medical school in 2004, andthen CSMS comes into a new developing period. This thesis systematically illustrateson how to accomplish HR strategy and HR program in the high-speed developingprocess of CSMS, on the basis of quantitative and qualitative analysis whileCombining the theory of strategic management and Contemporary HR managementwith the CSMS'S current situation in order to ensure the success of strategic programof school.This article is made up of five sections.The first section: Introduction. It mainly introduces the developing process ofCSMS, the relative theory of HR management in the higher educational system, andthe meaning of this thesis's investigation.The second section: The theory and method of HR strategy and programe. As thetheoretical foundation of this thesis, is mainly illustrates the HR management on thebase of school strategy;the development method and model of HR strategy on thebase of school strategy HR programe development method and modal.The third seetion: Analysis of internal resources and external environment onCSMS HR. It analyzes CSMS Current HR status for the realization of CSMSdevelopment strategic objective.The forth section: CSMS HR strategic choice. It makes quantitative analysisstatement on CSMS internal and external environment factors, Constructs EFE andIFE matrixes by the use of AHP method, nukes quantitative analysis statement onCSMS internal and external environment factors, Costructe EFE and IFE matrixes bythe use of AHP method, nukes quantitative evaluations on HR internal and externalfactors, makes Comprehensive analysis on internal and external factors by the use ofSWOT method, constructs SWOT composite strategic matrix, and concludes HRstrategy by the use of QSPM method.The fifth section: CSMS HR programs. It includes the investigation on CSMSHR Cuwent status, HR demand forecasting base of CSMS'S strategic programs andthe frame of HR management system on the basis of the investigation and forecasting.
