The cultivation mode of excellent primary and middle school teachers under “U-G-S” coordination refers to a trinity, collaborative and innovative teacher joint training and education mechanism formed by University, Government and School. It follows the fundamental guiding principle "clear responsibilities, complementary advantages, win-win cooperation".In 2014, Ministry of Education has decided to carry out the excellent teacher training program. According to the plan, it indicates that China will establish a new mechanism of "Trinity" cooperation among university, local government, primary and middle schools(referred to "U-G-S"), cultivating a large number of professional primary and middle school teachers with high quality, professional foundation, education and teaching ability and self-development ability. This model is the development of existing exploration, but also on the basis of foreign relevant experience, is a kind of innovation of teacher education mode and highlights the steady theoretical courage and determination to reform.In addition to the new higher requirements to the quality of teachers raised by the comprehensive reform of education and teacher education reform, the existing problems in the process of teacher training in our country, triggered independently explore cooperation in training teachers. With the multi-party cooperation has become the focus and trends, government oriented and universities oriented mode, pre service stage, the post stage and three party cooperation mode are the main types appeared in the process of exploring. Its rich experience and even the existence of problem provide an important guide for the new mechanism of "U-G-S" coordination among university, local government, primary and secondary schools.The construction of cultivation mode of excellent primary and middle school teachers under "U-G-S" coordination should be based on certain guiding ideology and organization system, which includes target setting, enrollment selection, curriculum setting, teaching staff, practice, teaching research and quality evaluation and so on, throughout the three stages of the pre service, entry and post. The key and difficult point in the construction of the cooperative mechanism is the operation of the cooperative mechanism; it constructs independent but also convergence operating model for the pre service, entry and post stages. Perfect security system and evaluation oversight mechanisms are also important aspects in protecting "U-G-S" collaborative mechanism to run. However, to construct the excellent primary and middle school teachers’ training mechanism, it is also faced with the theoretical research lagging behind the practice of exploration, incomplete policy and regulations, unfirmed tripartite collaborative initiative awareness, insufficient internal drive, the lack of collaborative standards and other constraints. To promote the construction of long-term mechanism of "U-G-S" coordination, it needs to speed up formulating the legal system of the relevant policies, strengthen the theatrical support to practice, improve the initiative of the parties, perfect the relevant standards, etc.
